About The Position

Empower AI is seeking an Acquisition Support Analyst for an exciting opportunity at the Department of State. This role is part of the Acquisition and Asset Management Team, responsible for ensuring the acquisition of all necessary assets (hardware and software) and the completion of required deliverables to support the customer's mission of providing IT services to Department of State users enterprise-wide (50K hardware systems). The analyst will provide acquisition support services for IT-related goods and services, including conducting market research, evaluating alternatives, and preparing procurement packages for submission to the Department of State's current Acquisition Office. This will involve using a Government-unique method for evaluating alternatives and preparing procurement packages, managing unique configurations with providers, and adhering to proprietary purchasing constraints. The role requires preparing and maintaining all required documentation for completed procurements, ensuring proof of entitlements, warranties, and related artifacts are registered and maintained, developing detailed specifications, statements of work, and justification documentation, preparing cost estimates for Independent Government Cost Estimates (IGCEs), and tracking the status of procurement packages with the customer and DoS acquisition managers.

Requirements

  • 5+ years of experience
  • Bachelor's in IT or related field
  • Secret Security Clearance

Responsibilities

  • Provide acquisition support services for IT-related goods and services, including conducting market research, evaluating alternatives, and preparing procurement packages for submission to DoS’s current Acquisition Office.
  • Conduct acquisition support using a Government-unique method for evaluating alternatives and preparing procurement packages, which includes managing unique configurations with providers and adhering to proprietary purchasing constraints.
  • Prepare and maintain all required documentation for completed procurements, including copies of all purchase orders, purchase requests, subcontracts, professional services agreements, and maintenance and license agreements.
  • Ensure that proof of entitlements, warranties, and related artifacts are registered in customer’s name and maintained in accordance with contractual agreements.
  • Develop detailed specifications, statements of work, and justification documentation and preparing cost estimates to support Independent Government Cost Estimates (IGCEs).
  • Prepare procurement packages for customer review and approval.
  • Track the status of procurement packages with the customer and DoS acquisition managers.
