About The Position

Bering-Alaka`ina Holdings, LLC is looking for an Acquisition Specialist/Management Analyst-Journeyman to provide support for our government customer in Orlando, Florida. This role involves supporting the development of program acquisition documentation, assessing program procedures for compliance, attending and participating in various meetings and review boards, and supporting accounting and financial analysis related to government contracts and budgets. The position requires a strong understanding of DoD cost estimating principles and practices, mathematical modeling, and decision support tools. The analyst will also be responsible for reviewing cost analysis work for accuracy and compliance, and potentially directing the efforts of a group of analysts.

Requirements

  • Must have approximately three (3) or more years of experience with Defense Department acquisition policies and procedures or like experience.
  • Project management or program management that includes: implementing policy, coordinating complex Navy procedures, and developing project budgets.
  • Knowledge of and experience with Government contract and procurement procedures including new contract actions, contract modifications, and product procurement to ensure all life-cycle support requirements are satisfied.
  • Ability to coordinate and integrate the work activities of several different projects at any one time.
  • Communicate with others effectively both orally and in writing in working out solutions to problems or questions relating to the Acquisition program.
  • Experience with and working knowledge of MS Excel required
  • Must be a U.S. Citizen
  • An active Secret clearance is required.

Nice To Haves

  • BS or BA degree in arts or science. (Business, economics, or management, background preferred.)
  • Defense Acquisition University Level 2 or equivalent is desired but not required.
  • Familiarity with the Strategic Environmental Research and Development Program (SERDP).

Responsibilities

  • Supports the development of program acquisition documentation such as Acquisition Plans (AP), Acquisition Strategy Reports (ASR), Procurement Initiation Document (PID), Statement of Work (SOW), funding documents, Contract Data Requirements Lists (CDRLs), and Acquisition Program Baseline Agreements (APBA).
  • Assess program procedures, practices, philosophies, and documentation for compliance with specifications, contracts, and mission requirements.
  • Attends, participates, supports, analyzes, provides input, develops, prepares and reports on briefs, point papers, reports, correspondence, meetings, conferences, and review boards.
  • Support accounting and compliance with policy and NAWCTSD procedures to examine, verify, maintain, and reconcile accounts and accounting data. Prepare and analyze budget and accounting reports. Examine documents for accuracy, adequacy of documentation, compliance with regulations for goods and services provided to or by the Government.
  • Support budget analysis and administration by maintaining ledgers; by formulating budgets; and by compiling, consolidating, checking and arranging funding data. Apply administrative rules, regulations, and procedures associated with records, reporting, processing, and keeping track of budgetary transactions.
  • Support financial analysis by performing or advising on work in any of the phases or systems of budget administration. Assist in the formulation of budgets and cost estimates to support plans, programs, including presenting and defending budget estimates before authorities, review and evaluate budget requests, control, and reporting of obligations and expenditures.
  • Analyze and recommend costs and benefits of alternative methods of financial management of organization's programs and administrative operations.
  • Apply diversified knowledge of DoD cost estimating principles and practices in areas of assignments.
  • Modify and extend existing methodologies and use advanced techniques.
  • Plan and conduct work requiring judgment in the evaluation, selection, and adaptation and or modification of methodologies and tools.
  • Assess the cost and schedule implications of existing and projected technological advances. Evaluate the impact of new and innovative acquisition strategies.
  • Formulate and apply mathematical modeling and other optimizing methods to develop and interpret information that assists management with decision making, policy formulation, or other managerial functions. Collect and analyze data and develop decision support software, service, or products.
  • Develop and supply optimal time/schedule and cost for program evaluation, review, or implementation.
  • Assist with and conduct all Cost Analysis work above and shall also: Review work to ensure technical accuracy and to ensure it satisfies customer needs and complies with the contractor’s overall estimating standards.
  • Plan, organize, and direct the efforts of a group of analysts.
  • Provide cost estimating, cost analysis, budgeting, scheduling, performance measurement, and/or cost research.
  • Employ statistical techniques, scheduling techniques, network analysis, applied mathematics, economics, and the engineering disciplines.
  • Formulate and apply mathematical modeling and other optimizing methods to develop and interpret information that assists management with decision making, policy formulation, or other managerial functions. Collect and analyze data and develop decision support software, service, or products. Develop and supply optimal time/schedule and cost for program evaluation, review, or implementation.
  • Other duties as assigned by Supervisor.
