About The Position

The Accounts Payable Supervisor provides financial, administrative, and support services to the Department of Health Professions (DHP). This position manages and evaluates a variety of financial functions requiring knowledge application of accounting principles, auditing standards, and regulatory compliance. The position manages the Accounts Payable functional area ensuring quality internal and external customer service, effective teamwork, and compliance with applicable agency/State laws and regulations; reviews and approves accounting transactions; performs complex and varied analysis and reconciliations; and develops, interprets, and evaluates processes to ensure compliance with applicable agency, state, and federal policies and procedures. Routinely interacts with internal and external professionals, senior management, and the public requiring a high level of communication skills to analyze and resolve issues. Leads and assists other managers with the Division's goals by developing, coordinating and conducting staff training, routine audits, and fiscal year-end closeout activities. Assists and collaborates with the Finance Department management team, Division staff and internal senior officials and professionals in a variety of financial and operational functions to promote continuous improvement as well as ensure efficiency and the effectiveness of business and fiscal processes. Supervises accountants responsible for disbursement processing, reconciliations and a variety of accounting and operational activities.

Requirements

  • Demonstrated ability to independently plan, direct, and manage a specialty area in a financial or accounting environment to include supervising of fiscal staff engaged in financial activities.
  • Demonstrated ability to work in a team environment and build relationships within a diverse population.
  • Demonstrated ability to apply sound professional judgment, knowledge, and experience to make effective decisions and recommendations regarding divisional resources and accounting operations.
  • Demonstrated ability to assemble, analyze, and prepare reports and statements covering complex financial data; to read, explain and apply policy, technical manuals, and legislative statutes.
  • Demonstrated ability to write and develop policies and procedures and implement recommendations and strategies to enhance existing policies and procedures.
  • Demonstrated ability to independently prioritize and manage multiple tasks and achieve results in a fast-paced environment.
  • Demonstrated experience using the Microsoft Office Suite (specifically Microsoft Word, Excel, PowerPoint, and Outlook).
  • Strong ability to effectively reason, conduct comprehensive analyses of complex financial or operational data, interpret, and/or evaluate compliance with regulations, policies, and procedures.
  • Strong interpersonal and communication (written and oral) skills.
  • Strong time management and organizational skills.
  • Working knowledge of generally accepted accounting principles.
  • Working knowledge of accounting functions and operations.
  • Knowledge of management and supervisory principles, and the ability to supervise and direct staff in the timely and accurate accomplishment of varied duties and priorities.

Nice To Haves

  • Experience in business administration, accounting, or related field comparable to the duties of this position or an equivalent combination of training and experience.
  • Strong experience in fiscal functions to include cash management, voucher processing and travel processes.
  • Comprehensive knowledge of the Commonwealth Accounting Policies and Procedures (CAPP) manual, particularly in the area of cash disbursements accounting, and reconciliation procedures.
  • Experience with the Commonwealth's Financial Management System, Cardinal.
  • CPA or Audit experience.
  • Extensive and progressive management experience.
