About The Position

Under general supervision of the Financial Supervisor, to perform responsible office work involving a considerable degree of independent judgment and initiative in contract development, government program compliance and keeping of financial records. Work at this level is typically specialized and complex requiring coordination of activities. Performs related duties as assigned.

Requirements

  • Associate Degree in Accounting or Business-related field; two to three years of responsible office experience in governmental accounting or related functions; or an equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
  • Ability to write routine reports and correspondence.
  • Ability to speak effectively before groups of customers or employees of the County.
  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.
  • Ability to apply concepts of basic algebra and geometry.
  • Ability to analyze facts and make mathematical computations.
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.
  • Ability to deal with problems involving several concrete variables in standardized situations.
  • Knowledge of accounting, and other related business accounting software with a strong emphasis in Excel.
  • Additional computer knowledge should include spreadsheet and word processing.
  • Ability to enter and analyze data into a computerized system in an accurate and timely manner.
  • Knowledge of contracts and contract processing.
  • Knowledge of third-party reimbursement.
  • Knowledge of accounting principles and procedures and ability to apply established methods of a variety of accounting transactions.
  • Knowledge of record keeping to maintain departmental records and budgets.

  • Ability to learn and interpret financial policies of applicable Wisconsin Department of Health Services and Wisconsin Department of Children and Family Services programs, and federal regulations.

Responsibilities

  • Prepares contracts for purchased services, based on State Model Contracts, and monitors compliance with contract requirements.
  • Processes Substitute Care payments and maintains Trust Accounts.
  • Monitors programs and functions for compliance with appropriate County, State and Federal regulations.
  • Assists in budget preparation, monitoring, and analysis.
  • Responsible for daily accounting functions and procedures and State and Federal reporting.
  • Assists in development of computerized billing and accounting programs on County mainframe computer and in development of systems for accounting, reporting, and data collection purposes.
  • Performs a variety of account clerk functions, including accounts payable, accounts receivable, reconciliations, local, state, and federal financial reporting, and other numerical duties that conform with County accounting principles and procedures.
  • Assists with inventory control, purchasing and management of overhead.
  • Performs financial analysis, and research to maximize revenue sources.
  • Provides information in response to telephone and walk-in client and visitor inquiries.
  • Assists in the development of departmental regulations and procedures.
  • Provides back-up to other accounting staff.
