About The Position

Under general supervision, performs complex financial and technical accounting transactions as they pertain to the preparation and maintenance of accounts payable, accounts receivable, payroll records and maintenance of the accounting ledger; prepares a variety of financial control records and reports; and performs related work as assigned.

Requirements

  • Equivalent to an Associate degree from an accredited college with major coursework in accounting or a related field and two years of increasingly responsible experience in maintaining financial, accounting, statistical, accounts payable, accounts receivable or payroll records.
  • Additional qualifying experience may be substituted for the required education on a year-for-year basis.
  • Possession of a valid California Class C driver's license issued by the California State Department of Motor Vehicles and a good driving record.
  • Basic accounting principles and procedures and their applications to a variety of governmental accounting transactions and policies; procedures, policies, rules and practices affecting the preparation of City payroll, accounts payable and receivable; filing methods and procedures; modern office methods and procedures; computer operation methods and procedures; and correct English usage, spelling, grammar and punctuation.
  • Perform accounting, financial and statistical record keeping involved in the maintenance of City payroll, accounts payable and accounts receivable; prepare accurate and complete financial reports; train clerical accounting personnel; compute and make calculations rapidly and accurately; communicate effectively, orally and in writing; understand and follow oral and written instructions; plan, organize and coordinate work and meet deadlines.
  • Ability to see and hear within normal ranges and dexterity to read, write, type, and operate office equipment; ability to drive a vehicle, be at work daily and on time, communicate orally, in writing and over the telephone; understand written and verbal directions.
  • Ability to lift and carry up to 25 pounds, stand, walk, and sit for extended periods of time.

Responsibilities

  • Assist in the preparation of various accounting functions, such as financial audits and budget development
  • Prepare and review requests for payment and orders
  • Prepare encumbrances
  • Process invoices, compute discounts, process credit card statements, compute use tax and check proper authorizations
  • Prepare weekly register of demands
  • Maintain accounts payable contract and agreement files
  • Prepare contract analysis and job cost reports
  • Provide information and respond to inquiries from staff members and the public
  • Reconcile subsidiary and general ledger accounts and bank statements
  • Prepare and audit City payroll, including making all necessary additions, deletions and changes regarding personnel transactions, W-4 records, deductions and benefits
  • Prepare and maintain all necessary reports including labor distribution and leave reports
  • Prepare employee insurance and CalPERS reports and maintain related files
  • Prepare and maintain accounts receivable records; including general billing, water and refuse accounts and billing adjustments
  • Process incoming payments and deposits
  • Prepare necessary reports including lien reports
  • Prepare related correspondence as necessary
  • May provide training to other clerical accounting personnel as required
