About The Position

This position functions as an Accounting Technician III in the NCFS Interfacing Subsystems Unit, within the AFM Subsystems section of the DHHS Office of Controller. The primary purpose is to ensure timely reimbursement of Child Day Care Subsidy Services with the Division of Child Development. This involves processing and recording payments in the North Carolina Financial System (NCFS) and making payments through NC FAST to FIS for daycare services within the respective county. This multi-step process includes editing, approving, and recording payments into NCFS, while ensuring no overpayments occur. The position handles numerous funding sources such as Child Care Development Funds, Social Services Block Grants, Smart Start, and various other state funds, requiring detailed tracking due to multiple combinations. Responsibilities include posting and reconciling subsidy payments entered into NCFS, and encumbering/unencumbering budgeted funds supporting subsidized childcare payments in NCFS. The role requires utilizing MS applications for data verification and entry into Excel spreadsheets, and building spreadsheets for payment tracking and other tasks. Additionally, the position will use ACTS and Core Banking for Child Support payment affidavits and cancellations, and serve as a backup to the BE Accounting Specialist.

Requirements

  • Associate’s degree in Accounting from an appropriately accredited institution and two years of experience in accounting OR High school diploma or General Educational Development (GED) diploma and four years of experience in accounting work OR An equivalent combination of education and experience.

Responsibilities
