About The Position

The City of Chino is seeking a proactive and impactful full-time Accounting Supervisor to join their team. The Finance Department manages the City’s fiscal operations, ensuring sound financial practices and compliance with state and federal laws. This department oversees budgeting, accounting, cash management, purchasing, accounts payable, payroll, and utility billing to support effective financial planning and service delivery.

Requirements

  • Knowledgeable in municipal accounting, auditing, fund accounting, budget financial management and internal controls.
  • Experience in financial reporting, reconciliation, recordkeeping, cost analysis, and applicable accounting procedures.
  • Ability to interpret Federal, state, local laws, regulations, MOUs, employee agreements, and City policies governing payroll, accounting, and compensation.
  • Strong leadership skills to supervise, train and promote teamwork.
  • Ability to analyze, reconcile, and accurately process accounting and payroll transactions and reports.
  • Ability to communicate clearly and professionally with employees, management, vendors, agencies, and the public.
  • Equivalent to an associate degree from an accredited college or university with major coursework in accounting, finance, business administration, or a related field.
  • Four (4) years of increasingly responsible technical accounting support experience, including payroll processes.
  • One (1) year of experience in a lead or supervisory capacity.

Responsibilities

  • Plan, organize, assign, supervise, and review the work of accounting and payroll staff; train, coach, and evaluate, and supports employee development and performance management.
  • Develop and implement goals, policies, procedures, and process improvements for assigned accounting and payroll functions; ensure effective and efficient service delivery.
  • Oversees payroll operations, including payroll processing, reconciliation, posting, direct deposits, taxes, deductions, benefits, leave accruals, cash-outs, retroactive adjustments, and related financial transactions.
  • Ensure accurate and timely compliance with federal, state, and local payroll and financial reporting requirements including, CalPERS, IRS, EDD, CDTFA, W-2s, 1099s, and quarterly tax filings.
  • Perform and oversee accounting functions, including general ledger maintenance, journal entries, reconciliations, financial reporting, year-end close, and audit preparation and coordination.
  • Review and approve payroll and accounting transactions; identify and resolve discrepancies and exceptions while ensuring compliance with City policies, procedures, and internal controls.
  • Participate in budget development; prepare cost estimates and payroll/benefit projections, monitor expenditures, and provide financial information to support management and labor negotiations.
  • Provide technical assistance to management and prepare accounting, payroll, audit, and financial reports, analyses, staff reports, and other documentation.
  • Coordinate with City departments, outside agencies, vendors, contractors, and the public regarding payroll, accounting, payments, benefits, and related matters.
  • Respond to and resolve inquiries and complaints by interpreting and explaining applicable policies, procedures, agreements, and regulatory requirements.
