About The Position

Heartland Consulting is seeking an Accounting Supervisor to support accounting and invoice administration services for the Puerto Rico Department of Education's Office of Infrastructure and Reconstruction (PRDE/OIR), under the Accounting and Invoice Administration Services program for FEMA Disaster Recovery Programs. The supervisor will oversee day-to-day accounting and invoice administration activities and supervise accounting personnel assigned to the contract. The role supports invoice processing, financial reconciliations, documentation management, vendor follow-up, and performance reporting for federally and state-funded recovery programs.

The position also supports the Accounting Lead in managing contractual deliverables and staff performance. Services under the contract may be performed only after obtaining prior written approval from PRDE.

Requirements

• Experience supervising accounting staff and coordinating invoice administration workflows.
• Ability to review accounting work products for accuracy and completeness.
• Ability to support accurate and timely execution of financial administration activities.
• Prior written approval from PRDE is required before performing services under the contract.

Responsibilities

• Supervise daily invoice administration and accounting support activities.
• Coordinate invoice review assignments among accounting personnel.
• Monitor invoice processing timelines, workflow status, and outstanding activities.
• Review accounting work products for completeness and accuracy.
• Support vendor follow-up and resolution of invoice processing issues.
• Monitor invoice tracking logs, payment records, and financial reconciliation activities.
• Assist in preparing management reports, accounting summaries, and invoice processing performance metrics.
• Identify operational issues affecting invoice processing and recommend corrective actions.
• Ensure financial records and supporting documentation are properly maintained.
• Support the Accounting Lead in managing contractual deliverables and staff performance.
• Monitor invoice review and processing activities to identify delays and documentation deficiencies.
• Organize and maintain financial documentation for audit and management review.
• Coordinate invoice administration workflows and support accurate, timely financial administration activities.
• Obtain prior written approval from PRDE before performing services under the contract.
