About The Position

Significance Inc. is seeking an Accounting Clerk III to support an upcoming federal program (contingent upon award). This role will be onsite at COMNAVSURFPAC Travel Office, Code N00F2D, 3085 Dolphin Alley, Bldg. 265, Naval Base San Diego, and requires an active Secret Clearance. The Accounting Clerk III will perform Alternate Agency Program Coordinator (IBA) and Centrally Billed Account (CBA) Specialist functions in support of the Commander, Naval Surface Forces, U.S. Pacific Fleet (COMNAVSURFPAC) Travel Program. As a Level IV Alternate Agency Program Coordinator (APC), the contractor shall provide day-to-day oversight and operational management of the IBA at the subordinate command level.

Requirements

  • Associate degree: Finance, Business Administration, Statistics, Management Information Systems
  • Minimum three (3) years' experience in travel management, data analysis, or a similar role are beneficial.

Responsibilities

  • Reconcile all CBA invoices and obtain necessary data to reconcile and prepare invoices or bills for certification.
  • Identify unmatched transactions and take corrective action.
  • Ensure bills are properly reviewed, reconciled, and prepared for certification and payment.
  • Monitor CBA delinquency reports.
  • Notify travelers and Non-DTS Entry Agents (NDEAs) of delinquency and required actions.
  • Take required actions to reconcile and correct delinquent accounts.
  • Resubmit rejected invoices.
  • Perform CBA reconciliation responsibilities and additional requirements established by the CBA Certifying Officer.
  • Review delinquencies and prepare relevant documentation for evaluation and signature by the Primary APC.
  • Identify potential areas of fraud, waste, and abuse.
  • Monitor accounts for unauthorized charges.
  • Identify charges not related to travel and charges from unauthorized merchants.
  • Review accounts for credit balances, overpayments, or erroneous payments.
  • Recommend appropriate collection actions.
  • Prepare collection documentation for Government collection action.
  • Identify accounts that should be placed in inactive status upon appropriate Government approval.
  • Prepare and maintain monthly IBA reports, including Delinquency Status, Return Check, Non-Travel Activity, Weekend and Holiday Activity, Improper/Illegal Use, and other reports pertinent to effective management of CNSP IBAs.
