About The Position

The Accounting Business Manager performs advanced professional and supervisory accounting work involving the oversight, coordination, and management of accounting operations and financial activities for the Virgin Islands Public Finance Authority (“VIPFA”). The position oversees accounting operations, financial reporting, reconciliations, budget monitoring, accounts payable and receivable activities, and ensures compliance with applicable accounting standards, governmental regulations, grant requirements, and organizational policies and procedures. The Accounting Business Manager reports directly to the Comptroller and supervises Accountants and assigned accounting support staff. This position is assigned to the Virgin Islands Public Finance Authority (“VIPFA”) Finance Division located at 5033 Kongens Gade, Government Hill, St. Thomas, VI 00802.”

Requirements

  • Bachelor’s Degree in Accounting, Finance, Business Administration, or related field.
  • Minimum of five (5) years of progressively responsible accounting or financial management experience.
  • Knowledge of accounting principles, budgeting, financial reporting, and internal controls.
  • Knowledge of computerized accounting systems (Business Central) and Microsoft Office applications, especially Excel.
  • Knowledge of governmental accounting standards and financial regulations.
  • Strong analytical, organizational, and problem-solving skills.
  • Ability to prepare and interpret financial reports.
  • Ability to exercise sound judgment and maintain confidentiality.
  • Excellent verbal and written communication skills.
  • Ability to supervise and coordinate the work of accounting staff.
  • Ability to work independently and maintain effective working relationships.

Nice To Haves

  • Supervisory experience preferred.
  • Governmental accounting or grant administration experience preferred.
  • CPA certification preferred but not required.
  • An equivalent combination of education, training, and experience may be considered.

Responsibilities

  • Oversees daily accounting operations and financial activities.
  • Reviews and prepares financial statements, reconciliations, journal entries, and reports.
  • Monitors accounts payable, receivable, payroll-related accounting transactions, deposits, and disbursements.
  • Assists with monthly, quarterly, and year-end closing activities, audits, and financial reporting.
  • Ensures compliance with accounting standards, governmental regulations, and VIPFA policies.
  • Assists in preparing and monitoring departmental and program budgets.
  • Reviews expenditures and analyzes financial data and budget variances.
  • Develops and monitors accounting procedures and internal controls.
  • Identifies and resolves accounting discrepancies and compliance issues.
  • Assists with financial planning, reporting, and operational improvements.
  • Supervises Accountants and assigned accounting support staff.
  • Assigns, reviews, and evaluates work for accuracy and compliance.
  • Assists with recruitment, training, and performance evaluations.
  • Plans and directs the work of accounting staff in the absence of the Comptroller, when assigned.
  • Promotes efficient workflow and teamwork within the department.
  • Maintains accounting records and financial documentation.
  • Responds to internal and external financial inquiries.
  • Collaborates with internal departments and external stakeholders.
  • Performs other related duties as assigned.
