About The Position

The Ontario Securities Commission (OSC) is seeking an Accountant to support its SRO/IPF oversight team within the Trading and Markets Division. This role primarily contributes to the oversight of self-regulatory organizations (SROs) and investor protection funds (IPFs), as well as other market infrastructure entities. The position involves reviewing financial, operational, and regulatory information, supporting policy development, participating in oversight reviews, and assisting in the analysis of issues affecting market integrity and investor protection. The Accountant will work on a range of matters related to the Division’s core regulatory functions, including oversight reviews, analysis of filings and financial information, policy support, and regulatory initiatives involving SROs, IPFs, and other regulated entities on inter-related matters.

Requirements

  • A Chartered Professional Accountant designation in good standing.
  • 1 to 3 years of relevant experience, preferably in the capital markets, financial services, accounting, audit, regulatory, or public policy environment.
  • Knowledge of accounting and financial reporting principles, internal controls, and risk assessment concepts.
  • Strong data analytical skills with the ability to review complex information, identify key issues, trends, outliers and emerging risks to develop sound recommendations.
  • Strong research skills and the ability to assess the implications of new or emerging issues on regulatory frameworks and oversight activities.
  • Excellent judgment and a demonstrated ability to balance investor protection, regulatory objectives, and practical business considerations.
  • Strong organizational skills and the ability to manage multiple priorities and meet deadlines in a fast paced environment.
  • Excellent written and verbal communication skills, including the ability to present complex information clearly and concisely using plain language.
  • Strong interpersonal and relationship management skills, with the ability to work effectively with individuals at all levels and across teams and organizations.

Nice To Haves

  • An understanding of the Canadian securities regulatory environment and the role of market infrastructure entities would be an asset.
  • Familiarity with regulatory environments, financial markets, or market participants, including investment or mutual fund dealers, SROs and IPFs, would be an asset.

Responsibilities

  • Review and analyze financial and other regulatory filings submitted primarily by SROs, IPFs and other market infrastructure entities to support the OSC’s oversight mandate.
  • Assist in the assessment of accounting, financial reporting, operational, and internal control matters arising from the oversight of SROs and other regulated entities.
  • Assist with reviews of data, trends, and risk indicators to support oversight activities and identify areas requiring further analysis.
  • Support the development, implementation, and interpretation of policy, rules, and regulatory approaches related to SRO/IPF oversight and market structure regulation.
  • Conduct research and analysis on emerging issues, accounting matters, regulatory developments, and market trends affecting SROs and IPFs, dealer regulation, and market infrastructure.
  • Prepare briefing materials, memos, summaries, and other written analysis to support recommendations and decision making.
  • Liaise with internal and external stakeholders, including other divisions, regulated entities, and regulatory partners, to support information gathering, analysis, and coordination on regulatory matters.
  • Contribute to special projects and policy initiatives relating to market infrastructure, dealer oversight, and broader capital markets regulation.
  • Manage competing priorities, anticipate next steps, and keep management informed of progress on key files and deliverables.
