About The Position

Under the supervision of the Executive Operations Administrator, this position is responsible for the overall financial administration of the Nueces County Community Action Agency (NCCAA) in accordance to Texas UGMS, OMB, NeighborWorks America, and internal fiscal policies. The agency is a non-profit organization serving residents in our community in an effort to reduce or eliminate poverty through a comprehensive approach. We focus on multiple needs through a wide-range approach. We are fortunate to have partnerships with many community organizations, businesses and school districts. Our Agency prides itself by operating under the direction of a tripartite board which includes representatives of public officials, representatives of organizations and representatives of the low-income community. The Board of Directors, staff and community partners strive to eliminate the causes of poverty and to help each family transition out of poverty. It is our goal to serve family, community and agency by adhering to our mission. To that end, we will be relentless in our efforts to fulfill the “Promise of Community Action!”

Requirements

  • BBA degree in Accounting with two (2) years of accounting experience, preferably in non-profit setting or any equivalent combination of education and directly related job experience.
  • Knowledge and experience in Sage Software.
  • Requires GED or High School Diploma
  • Bi lingual in English and Spanish preferred, but not required.
  • Computer literacy, including database management, spreadsheet, word processing, internet, and email.
  • Excellent communication and problem-solving skills, written and verbal
  • Commitment to and a passion for the agency's mission.
  • Proven ability to establish constructive relationships and interact as a positive role model.
  • Customer service orientation with the ability to effectively communicate regularly with internal customers, build relationships, manage customer expectations, and take responsibility for a high level of service.

  • Must successfully pass pre-employment drug screening and periodically as indicated by the regional Texas Department of State Services or local health authority.
  • Must be able to pass a pre-employment physical examination.
  • Must possess and maintain a valid Texas Driver’s License (minimum, Class C), and pass Motor Vehicle record check.
  • Must dress in neat appropriate business attire and is professional in appearance and mannerisms.
  • Must maintain high level of integrity, professionalism, and confidentiality.

Responsibilities

  • Manages a grant fund accounting system for a non-profit organization.
  • Designs, operates and implements accounting policies and procedures to meet the cost, internal control, and compliance requirements in accordance with generally accepted auditing standards and the standards applicable to financial audits subject to CFR Part 200 Uniform Guidance.
  • Prepares budget, expenditure, and cash forecasts, journal entries, cash receipts and cash disbursement entries according to accounting procedures.
  • Prepares and submits expenditure reports and requests for reimbursements to funding sources in a timely manner.
  • Prepares budget expenditure reports for program staff and meets frequently to review financial results and discuss anticipated changes.
  • Assists Program staff in producing their respective annual budgets.
  • Processes, reviews and approves the bi-weekly payroll.
  • Prepares and presents Board and Finance Committee financial reports.
  • Prepares and presents the annual organization-wide budget.
  • Prepares the Comprehensive Annual Financial Report.
  • Oversees the annual single audit and retirement plan audit.
  • Communicates with and assists external auditors during annual financial and compliance audits.
  • Prepares memorandums and letters of correspondence to outside vendors pertaining to accounting matters.
  • Prepare quarterly Building depreciation reports, monthly bank reconciliation, maintenance on monthly salary allocations and various cost allocation worksheets.
  • Act as backup for travel advances & Fuelman gas cards.
  • Assist with G/L reconciliations.
  • Assist with procurement requisitions.
  • Assist with year-end encumbrance liquidations and carry-forward balances.
  • Prepare a weekly Notice of Payments.
  • Assist with maintaining control and accountability of fixed asset inventory.
  • Assist with the preparation of financial and compliance audits.
  • Performs other duties as assigned by the Executive Operations Administrator or Chief Executive Officer.
