About The Position

Perform professional accounting work involving compilation, consolidation, analysis and reporting of financial data. All positions at ESC 3 are defined as security-sensitive. Security-sensitive positions are those which require employees to be entrusted with the certain types of data, whether electronic or in paper form. Those data elements, as defined by the ESC 3 Data Classification and Handling Policy may include, but not limited to: Sensitive Personal Information (SPI) Personally, Identifiable Information (PII) Protected Health Information (PHI) Family Educational Records (FERPA Data) Federal Tax Information (FTI) HIPAA (Health Insurance Portability and Accountability Act) It is the employees on-going responsibility to safeguard this type of data and to report any instance of lost or stolen data.

Requirements

  • Bachelor’s degree in Accounting, Finance, or related field
  • Knowledge of governmental accounting and auditing principles established by the Governmental Accounting System Board (GASB)
  • Knowledge of computerized accounting systems
  • Ability to analyze and interpret financial data, evaluate accounting problems, develop data, and recommend improved procedures
  • Ability to software to develop complex accounting reports, spreadsheets, and databases
  • Effective organizational, communication, and interpersonal skills

Responsibilities

  • Maintain and reconcile the general ledger across all funds, ensuring accuracy, integrity, and proper financial coding
  • Prepare monthly, quarterly, and annual financial statements, including supporting schedules and required reports such as the AFR, in compliance with the Texas Education Agency and the Governmental Accounting Standards Board
  • Review and process accounts payable and receivable activities, including invoicing, collections, and revenue recognition
  • Perform bank and investment reconciliations, monitor cash flow, and coordinate transfers in compliance with the Texas Public Funds Investment Act
  • Manage and monitor federal, state, and local funding sources, including grant expenditures, encumbrances, and compliance with 2 CFR Part 200
  • Assist with grant reporting, reimbursements, and drawdown processes
  • Support budget development, amendments, and monitoring; analyze budget-to-actual variances and provide recommendations
  • Collaborate with payroll to ensure accurate salary and benefit allocations; reconcile payroll expenditures and ensure compliance with Texas Workforce Commission and the Teacher Retirement System of Texas
  • Prepare audit schedules, support annual financial and Single Audits, and respond to auditor inquiries
  • Maintain and enforce internal controls and ensure compliance with purchasing, contracting, and financial procedures
  • Conduct financial analysis, forecasting, and cost evaluations to support leadership decision-making
  • Support fee-based services, interdepartmental billing, and financial operations for programs and workshops
  • Prepare and post journal entries, including budget transfers, and maintain organized financial records
  • Identify and implement process improvements, automation, and efficiencies
  • Follow ESC safety and operational protocols and perform other related duties as assigned
