About The Position

Analyzes complex financial reports and records and makes recommendations based on analysis and status of reserves, assets and expenditures. Responsible to oversee and manage the contract management system. Facilitates compliance with state and federal regulations and policies. This position is not eligible for Visa Sponsorship. The Treasury and Real Estate department, part of University Financial Services (UFS), supports the university’s academic mission by: Providing daily cash management and banking services. Managing debt and investment portfolios. Overseeing the acquisition and leasing of space in alignment with the campus master plan. Coordinating financing and debt issuance for approved campus projects. Delivering business case analysis and strategic financial guidance to campus departments.

Requirements

  • Bachelor’s Degree or equivalent in Accounting, Business or related field plus 5 years minimum experience in similar type of work.
  • Ability to lead a team of professional staff, serve as an internal resource and consultant, and work collaboratively with all employees and key business partners.
  • Ability to interpret and appropriately apply accounting principles and regulations.
  • Experience in applying and writing policies and procedures.
  • Excellent analytical skills and experience interpreting financial data.
  • Ability to manage time and deliver projects in a timely manner in an environment of competing priorities.
  • Excellent verbal and written communication skills.
  • Requires strong computer skills with an emphasis on Excel.

Nice To Haves

  • CPA or progress toward certification.
  • Experience with governmental accounting and analyzing and implementing GASB or related accounting standards.
  • Background in treasury accounting functions including those that relate to debt, investments and cash.
  • Experience with financial reporting, audits and note disclosures.

Responsibilities

  • Prepare month-end journal entries, such as any needed to properly monitor cash activity related to payroll and investment-related activities such as interest income, asset purchases and maturities, and both realized and unrealized gains or losses.
  • Responsible for recording necessary year-end market value adjustments for the investment portfolio.
  • Handle debt-related accounting, including debt service, accruals, and departmental allocations. This includes recording quarterly bond entries such as interest expense accruals and the amortization of premiums, discounts, and deferrals created from refunding debt.
  • Oversee cash account reconciliations by performing regular reviews and serving as the secondary lead for cash reconciliation tasks when the primary owner is unavailable.
  • Execute journal entries related to year end, such as reclassifying current and non-current bonds and investments.
  • Assist in the production of the annual report.
  • Develop and provide necessary documentation for financial statement note disclosures.
  • Generate customized reports regarding investments and debt on an ad hoc basis.
  • Analyze monthly investment statements and compile internal audit workpapers every quarter.
  • Assemble quarterly documentation to support the Statement of Cash Flows.
  • Perform quarterly reporting on net asset splits for both investments and bonds.
  • Conduct thorough evaluations of income statements and balance sheets.
  • Maintain and improve cash, investment, debt and reporting processes to ensure compliance with GASB and institutional standards.
  • Support audit requests and provide documentation for internal and external stakeholders.
  • Routinely make decisions regarding proper processing, booking and reporting of transactions related to the University.
  • Combines excellent analytical skills with a thorough knowledge of accounting principles to analyze financial reports and forecasts.
  • Experience collaborating and/or managing a team of accountants and junior accountants.
  • Look for trends and variances to ensure acceptable business practices and procedures have been followed for compliance with Federal and State laws.
  • With the results of the research/analysis, conclusions must be drawn and communicated to the appropriate person/department. This can result in changes to a process or system for compliance reasons.
  • May prepare and submit federal and state biweekly, monthly, quarterly and year end tax reports.
  • Make tax deposits weekly, monthly and quarterly for the federal and state taxes.
  • Responsible for auditing finance records.
  • May supervise or lead.
  • Coordinate the development and implementation of policies and procedures for internal controls and business affairs to achieve the overall goals of the department.
  • Perform other duties as assigned.
