About The Position

At Department of Public Safety – Office of Management and Finance (DPS-OMF) our mission is to provide effective management and support services in an efficient and professional manner to all agencies within the Department of Public Safety - Public Safety Services and to public and private entities. We’re looking for an Accountant Manager 4 within the Financial Services section at DPS-OMF. This position will be responsible for planning, Organizing, and managing accounting and fiscal programs, assisting in the administration of all accounting and procurement functions within all (8) DPS agencies and (4) Non-DPS agencies, and providing assistance in directing the preparation of all financial reports, manages all aspects of daily financial monitoring, reporting of activity, and associated managerial duties.

Requirements

Two years of the required experience for the following minimum qualifications must have been at the supervisory level or above.
Eight years of experience in accounting, auditing, financial operations, payroll, or banking; OR Six years of full-time experience in any field plus twenty-four semester hours in accounting plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR A bachelor’s degree with twenty-four semester hours in accounting plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR Possession of a Certified Public Accountant (CPA) license plus three years of experience in accounting, auditing, financial operations, payroll, or banking.
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Responsibilities

Planning, Organizing, and managing accounting and fiscal programs.
Assisting in the administration of all accounting and procurement functions within all (8) DPS agencies and (4) Non-DPS agencies.
Providing assistance in directing the preparation of all financial reports.
Managing all aspects of daily financial monitoring, reporting of activity, and associated managerial duties.
Assistant Director and primary assistant to the Chief Financial Officer for the Financial Services Division, Office of Management and Finance, Public Safety Services.
Acts on behalf of the Accountant Administrator 5 in their absence.
Assists in directing and coordinating the administration of the accounting, fund management, and programs for one of the largest and most complex Departments in State Government which has an annual budget of about $685,000,000.
Administration of the Division includes the following agencies: Office of Management and Finance, Office of State Police, Office of Motor Vehicles, Office of State Fire Marshal, Gaming Control Board, LP Gas Commission, Highway Safety Commission and Supplemental Payments to Law Enforcement.
Assists in the development of goals and performance standards for each program including departmental policies and procedures.
Assists in the establishment of productivity reporting criteria and procedures for these programs and assists in monitoring the staff performance in meeting goals.
Assists in the implementation of all directives of the Undersecretary and Deputy Undersecretary.
Administers programs which have a high level of complex and diverse functions and requires independent decision making to include the Supplemental Pay Program as well as special project participation.
