About The Position

The Maryland Lottery and Gaming Control Agency (MLGCA) is a significant revenue generator for the State of Maryland, funding essential state programs and services such as education, public health and safety, human resources, and environmental initiatives. Beyond revenue generation from lottery products, the MLGCA oversees the state's casino gaming program, providing guidance to casino partners on financial, security, regulatory, and licensing procedures. The Agency also regulates Sports Wagering, Daily Fantasy Sports, Electronic Bingo, and Instant Ticket Lottery Machines located at nearly 90 Veteran's posts. Gaming in Maryland is a vibrant and expanding industry that operates continuously throughout the year.

Requirements

  • A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.
  • Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.
  • Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing for the required education.
  • Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement.
  • Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.
  • Applicants may substitute one year of professional auditing experience for one year of the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

Responsibilities

  • Assist and support the VLT Accountant Supervisor with the day-to-day operations of Video Lottery Terminal (VLT) activities in VLT facilities.
  • Perform daily calculation and reconciliation of gross terminal revenue and table game revenue.
  • Review and release licensing batches for the cost of licensing background investigations.
  • Prepare reports for submission to various entities.
  • Assist with the collection, deposit, and reconciliation of VLT facility payments.
  • Recognize VLT activity in the agency’s general ledger.
  • Perform the daily calculation of proceeds and fees due from each VLT facility.
  • Verify timely remittance of all funds due.
  • Contact VLT facilities daily to inform them of amounts due to the State.
  • Prepare daily reconciliations between VLT facilities' in-house systems and the Lottery’s Central Computer System, investigating and resolving discrepancies.
  • Review VLT meter information, process adjustments, and maintain subsidiary schedules.
  • Calculate the distribution of proceeds to various funds as defined by law and prepare necessary paperwork for distributions.
  • Provide monthly press release and dashboard information for each facility to Communications for public dissemination.
  • Maintain a daily spreadsheet of all gross terminal revenue and table game revenue for weekly submission to various entities.
  • Reconcile cash received for license fees with the Licensing Division to ensure all applicants have paid proper fees before investigation begins.
  • Reconcile the Casino and CRC Working Fund.
