About The Position

TRSL is seeking an experienced, motivated Chief Financial Officer (CFO) to lead by example and direct all accounting activities for the system with a cooperative, innovative and customer-oriented mindset. The CFO oversees 25 full-time classified positions divided into four sections, all of which are critical to achieving our mission in service to our membership: General Ledger / Pension Fund – Directs the preparation and review of the Annual Comprehensive Financial Report (ACFR) and the Popular Annual Financial Report (PAFR) and numerous other general ledger/pension fund related functions. Financial Reporting and Budget – Responsible for administrative fund monthly and annual financial statements, the Employer Pension Report required by GASB 68, benchmark reporting, GASB research and implementation, budget development and reporting and other duties. Retiree Payroll Disbursements – Responsible for delivering nearly 85,000 pension payments on time, every month along with over 1,600 monthly Deferred Retirement Option Plan (DROP) payments, IRS and NACHA compliance, overseeing the issuance of over 100,000 1099Rs annually and other supporting processes. Investment Accounting and Operations – Responsible for all financial functions related to investment assets, including public and private market investments.

Requirements

  • Eight years of experience in accounting, auditing, financial operations, payroll, or banking; OR Six years of full-time experience in any field plus twenty-four semester hours in accounting plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR A bachelor’s degree with twenty-four semester hours in accounting plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR Possession of a Certified Public Accountant (CPA) license plus three years of experience in accounting, auditing, financial operations, payroll, or banking.
  • Two years of the required experience for the following minimum qualifications must have been at the supervisory level or above
  • Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Responsibilities
