About The Position

The Louisiana Department of Transportation and Development (DOTD) is seeking an experienced Accountant Administrator 5 to serve as the Financial Services Administrator within the Office of Management and Finance. This position serves as the Section Head of the Financial Services Section and plays a critical role in financial decision-making, cash management, disbursements, financial reporting, and audit coordination for one of the largest state agencies in Louisiana. This position oversees major financial activities involving approximately $3 billion in capital and operating expenditures and provides functional authority over accounting operations across DOTD’s districts and sections statewide. The selected candidate will advise executive leadership on fiscal policies, financial initiatives, reporting requirements, and matters impacting the department’s financial operations. This role is ideal for a financial professional who thrives in a high-level, compliance-driven environment and is comfortable leading staff, managing complex financial operations, and providing guidance on matters that impact statewide transportation programs. Requirements

  • Eight years of experience in accounting, auditing, financial operations, payroll, or banking; OR Six years of full-time experience in any field plus twenty-four semester hours in accounting plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR A bachelor’s degree with twenty-four semester hours in accounting plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR Possession of a Certified Public Accountant (CPA) license plus three years of experience in accounting, auditing, financial operations, payroll, or banking.
  • Two years of the required experience must have been at the supervisory level or above.

Responsibilities

  • Directs financial services operations for DOTD, including fiscal control, accounting operations, disbursements, cash management, and financial reporting.
  • Oversees financial activities involving capital and operating expenditures and ensures compliance with applicable laws, accounting standards, Division of Administration guidelines, and departmental policies.
  • Manages the disbursement of department funds, including payments to contractors, vendors, and other financial partners.
  • Administers billing, expenditure tracking, and reporting related to federal funds, grants, and other funding sources.
  • Serves as a primary liaison with external and internal auditors, state and federal agencies, vendors, financial institutions, legal representatives, and consultants regarding fiscal operations.
  • Provides financial guidance, analysis, and recommendations to executive leadership to support high-level fiscal decision-making.
  • Directs the preparation of financial statements, required disclosures, and reports for various budget units and funding sources.
  • Oversees cash management activities, including warrant draw processes, deposits, accounts receivable tracking, and quarterly reporting requirements.
  • Supervises financial data management for active DOTD projects through LaGov and ensures proper oversight of long-term projects with multiple funding sources.
  • Performs additional duties as assigned, including responsibilities related to emergency and disaster response efforts.
