About The Position

The 9-1-1 Terminal Agency Coordinator (TAC Officer) serves as the primary liaison between Lancaster County’s 9‑1‑1 Emergency Communications Center (ECC) and external agencies accessing FBI CJIS criminal justice information systems, PA Justice Network (JNET) as well as local and regional criminal justice records management systems (RMS). Ensure compliance with CJIS and JNET Security Policies, maintain secure terminal access, and coordinate administrative, technical, and training functions to support authorized system access. The position also supports broader Public Safety Technology and County Information Technology initiatives involving secure identity management, system integration, cybersecurity coordination, data governance, and operational continuity for critical public safety systems.

Requirements

  • Associate or bachelor’s degree in criminal justice, information systems, public administration, or a public safety-related field.
  • Or A minimum of a high school diploma, plus 4 years of 9‑1‑1 center, law enforcement, emergency communications, or information security workforce experience.
  • Must be able to provide your own transportation to meetings, training, appointments and able to access those locations with reasonable accommodation.
  • Participates in continuing educational activities and meetings outside of normal business hours, as required.

  • Understanding of operational continuity, disaster recovery, and resilience concepts related to mission-critical public safety systems.
  • Act decisively to accurately process requests for service and information in a timely manner in a fast paced multitask environment.
  • Sound knowledge of emergency service station identifiers, and their locations.
  • Sound knowledge of geographic locations within the county including fringe areas of bordering counties.
  • Must successfully obtain and sustain the following certifications: CLEAN, CPR, JNET, and MPDS.
  • A person in this position may not have been convicted, plead guilty, or plead no contest to a felony or serious misdemeanor.
  • Must consent and pass a drug screening.
  • Must obtain certification in ARC/GIS I and II within two (2) years of attaining this position.
  • Must possess a valid, unrestricted Pennsylvania Class “C” operator’s license.
  • Must maintain current CLEAN/TAC Officer/JNET certifications and training.

Responsibilities

  • Serve as Lancaster County’s designated TAC under FBI CJIS Security Policy.
  • Ensure all agency personnel accessing CJIS/national, JNET systems are vetted: background checks, CJIS Security Awareness, and NCIC certifications.
  • Manage user accounts: creation, modification, and deactivation via official portals (e.g., CJISOnline, JNET, Clean, LEEP, N-DEx).
  • Coordinate biannual recertification and maintain compliance documentation.
  • Coordinate with Information Technology and Information Security personnel regarding access control, audit findings, vulnerability remediation, and security incident response activities involving CJIS-connected systems.
  • Assist in maintaining compliance with County Information Security Policies.
  • Serve as primary contact for ORI requests and system access onboarding.
  • Complete and submit CJIS/JNET documentation and addenda as required.
  • Conduct regular data quality reviews to ensure accuracy in NCIC entries and fingerprint records.
  • Serve as a County JNET Level 20 Sponsor and Registrar.
  • Insure the CAD system, geofile, and all other CAD databases provides timely and accurate information to system users.
  • Maintain system security, data and manuals in accordance with acceptable system standards.
  • Coordinate with County Information Technology staff and public safety technology personnel to support secure integration, maintenance, and operation of CJIS-connected systems and supporting infrastructure.
  • Support technology modernization, cybersecurity, and infrastructure consolidation initiatives affecting emergency communications and public safety operations.
  • Coordinate and/or deliver training for TAC responsibilities, as well as CJIS, JNET, NCIC, fingerprinting, and system security.
  • Maintain training records and ensure all users complete required certifications before access.
  • Serve as a technical/information resource for public safety staff regarding CJIS systems.
  • Facilitate internal and external CJIS/JNET/CLEAN audits, responding to FBI/DOJ requests and supplying documentation.
  • Participate in regular performance/metric reviews with CJIS partners.
  • Support 9‑1‑1 call handling and dispatch by maintaining agency access lists.
  • Coordinate with telecom providers per PEMA/PUC protocols, issuing formal permissions or revocations.
  • Collaborate on multi‑agency incident response to maintain secure systems.
  • Solicit required CAD information from all system users and accurately enter the data.
  • Provide training to public safety end-users and accurately enter the data.
  • Perform CLEAN Validations in accordance with State requirements.
  • Educate Law Enforcement Agencies on procedural changes affecting CLEAN.
  • Verifies, and composes computer entries into the computer systems operated by the Pennsylvania State Police and Federal Bureau of Investigation, if required.
