About The Position

The Salvation Army is seeking a full-time, non-exempt Youth Development Specialist (YDS) for the Positive Alternative Learning (PAL) program, which is part of the Hilo Outreach/Prevention programs. This role targets at-risk youth and their families in the community, providing services aimed at equipping youth with skills for a healthy life and instilling purpose, hope, and vision. The YDS is supervised by the Program Coordinator of the Hilo Prevention services.

Requirements

  • BA degree in human services or related field and one year of job-related experience, OR
  • AS degree in Human Services or related field with three years of job-related experience, OR
  • Combination of education and experience to meet position requirements.
  • Valid Hawaii driver’s license.
  • Valid TB clearance and Pre-Employment Medical Clearance.
  • Valid First Aid and CPR certification.
  • DHS FBI/Criminal History & CAN, and Salvation Army background clearances.
  • MVR records check, must meet Authorized Driving standards of the Salvation Army.
  • Willingness to accept and implement The Salvation Army philosophy.
  • Sound judgment, dependability, understanding, firmness, caring, organization, high energy.
  • Liaison with and knowledge of public service agencies and other community agencies.
  • Ability to work under stressful conditions.
  • Ability to interact with others with courtesy and tact.

  • Ability to complete projects on schedule.

  • Ability to prioritize multiple work tasks to meet tight deadlines.
  • Ability to use office equipment such as computers, photocopiers, scanners, calculators, etc.

Responsibilities

  • Provide community-based outreach services to at-risk youth in schools, family settings, and the community.
  • Connect youth and families to resources and services.
  • Assess the needs and resources of assigned communities.
  • Provide crisis intervention services to youth and families.
  • Perform intake/assessment, develop service plans, and provide appropriate prevention/intervention services utilizing a Youth Development Strategy.
  • Provide case management services and assist youth and families in utilizing community resources.
  • Monitor youth's progress in school, home, and community.
  • Develop, organize, schedule, and supervise group program recreational/craft activities for youths during after school, evenings, and weekends.
  • Develop and implement skill-building programs focused on preventing substance use, teen pregnancy, and enhancing life skills such as problem-solving, career/employment development, decision-making, and communication.
  • Ensure program rules and procedures are followed by lower classified staff and volunteers.
  • Maintain daily logs of participation and complete required reports to track performance targets and contract requirements.
  • Obtain agency certification to operate a 12-15 passenger van for youth transportation.
  • Maintain professional worker/client and staff relationships.
  • Participate in agency-sponsored programs such as Project Family.
  • Maintain all required documentation on assessments and service activities with youths.
  • Attend all staff meetings, training, conferences, and workshops.
  • Fulfill work duties during assigned work schedule and at the work location.
  • Perform other duties as assigned.
