About The Position

The YouthBuild Program Manager is responsible for developing, overseeing and directing all aspects of the YouthBuild program, ensuring that all programmatic and financial goals are met. This role focuses on workforce development, education, and leadership training for opportunity youth, equipping them with the skills needed to achieve economic self-sufficiency. The YouthBuild Program Manager will coordinate resources to implement job-driven strategies that enhance participants’ career opportunities and long-term success. Key responsibilities include the development and management of employment-related services, educational support, leadership training, and community engagement.

Requirements

Knowledge of pertinent local and state laws, federal regulations, specifically HUD regulations and public housing management, and comprehensive understanding of Houston Housing Authority policies and procedures.
Knowledge of social work and resources available through community agencies.
Knowledge and experience in working with and on database computer programs, word processing programs, and personal computers.
Skilled in the analysis of problems and the development and implementation of solutions.
Skilled in interpreting and applying federal, state, and local policies, laws, and regulations.
Skilled in the preparation of clear and precise reports.
Skilled in interpersonal relationships.
Skilled in interpersonal communication that will establish positive working relationships with agencies and organizations in the city and county that have programs available for Houston Housing Authority residents.
Ability to develop, implement and coordinate programs and activities designed to serve families that will assist them in becoming self-sufficient and upwardly mobile.
Ability to monitor and manage programs and budgets funded by public and private agencies.
Ability to address the public and present information in a clear, concise, and convincing manner.
Ability to communicate clearly and efficiently verbally and in writing.
Ability to deal effectively with situations that require tact and diplomacy yet firmness.
Possess strong organizational skills with demonstrated leadership abilities.
Bachelor's degree in Social Sciences, Social Work, Public Administration, or related field required.
Five (5) years direct experience supervising and delivering programs designed to provide workforce development, social development, or upward mobility opportunities for residents with an emphasis in delivery of service to low-income clients and the development of funding proposals for same, or a combination of education and experience.

Valid Texas driver's license

The employee follows local and state laws, federal regulations and guidelines issued by HUD on community services, resident services, and resident participation, and applicable Houston Housing Authority policies and procedures.
Frequently the employee acts and uses independent judgment in making decisions about the best course of action.
For situations where there are no guidelines, the employee may adapt existing procedures, develop new guidelines, decide based on the circumstances, or seek guidance from the Director of Economic Opportunities.
When new guidelines are required, the employee develops them in consultation with the Director of Economic Opportunities.

Responsibilities

Develops, implements, and coordinates workforce development programs and activities designed to engage youth in career pathways, leading to sustainable employment and self-sufficiency.
Establish program goals and benchmarks to measure success.
Collaborate with industry experts, educators and stakeholders to ensure program relevance and effectiveness.
Works with local workforce boards, education providers, and employers to facilitate career readiness programs, job training, apprenticeships, and employment placement.
Oversees daily operations of the YouthBuild program, ensuring compliance with all grant requirements and program guidelines.
Administers program incentives and stipends to encourage participant engagement and achievement.
Develops and maintains strong partnerships with educational institutions, workforce development agencies, and employers to create pathways for credential attainment and job placement.
Integrate other agency-supported programs (Service Coordinators, Family Self-Sufficiency, Section 3, etc.) to maximize the use of resources allocated towards economic self-sufficiency
Conducts participant assessments to identify barriers, strengths, and opportunities for career development.
Ensures accurate and timely reporting of program data and financial expenditures to maintain compliance with funding sources.
Develops and executes an outreach strategy to recruit eligible participants and promote YouthBuild initiatives.
Creates tools to measure program effectiveness and adjust strategies to enhance outcomes.
Works closely with community stakeholders, property management, and social service providers to address participant needs.
Makes request to enter into service contracts and memoranda of understanding (MOUs) to optimize service delivery.
Organizes coalition meetings with program partners to ensure ongoing collaboration and communication.
Prepares monthly reports detailing measurable objectives and program achievements.
Supervises program staff, including case managers, instructors, and volunteers, providing training, task assignments, and performance evaluations.
Plans and facilitates program events, leadership development activities, and community engagement initiatives.
Demonstrates professionalism, and good judgement and presents a friendly cooperative attitude.
Ability to multi-task, make quick decisions, adapt to change, and work in a team-oriented, fast-paced environment.
