Youth and Family Services Senior Manager
About The Position
The Youth & Family Services Senior Manager provides strategic and operational leadership for AntFarm’s district-based and housing services. The position directly supervises the District Managers serving Sandy, Estacada, and Molalla and the Housing Services Manager, as well as future district or housing managers assigned to the department. This role strengthens consistency, accountability, and collaboration across Resource Centers, YouthHubs, and communities while ensuring services remain responsive to local needs. Working closely with executive leadership, program managers, and administrative teams, the Senior Manager aligns Youth & Family Services and housing operations with AntFarm’s mission, strategic priorities, funding requirements, and standards for trauma-informed, participant-centered service. Success in this position requires a leader who can develop managers, build effective systems, translate strategy into practice, and sustain strong relationships with staff, funders, partners, and community leaders.
Requirements
- Bachelor's degree in social services, human services, public administration, nonprofit management, or a related field preferred; substantial relevant experience may substitute.
- Supervisory experience, ideally in a non-profit setting.
- Self-managing and demonstrated project management experience.
- Experience reading and interpreting contracts.
- Comfortable with data dashboards, data analysis, and data tracking systems.
- Comfortable leading meetings and training staff.
- Strong leadership, communication, and relationship-building skills.

- Demonstrated experience overseeing multiple programs, sites, or contracts and translating organizational strategy into reliable operations.
- Knowledge of trauma-informed care, positive youth development, family support, housing stability, and homelessness-response systems.
- Experience with government-funded contracts, program compliance, budgets, and data-informed outcome measurement.
Responsibilities
- Directly supervise, coach, and support the District Managers (Sandy, Estacada, Molalla) and the Housing Services Manager for Clackamas County, including future managers as services expand.
- Set clear expectations, goals and reinforce decision-making authority for each manager; conduct regular supervision, leadership meetings, and annual performance reviews.
- Build leadership capacity by setting goals and timelines to achieve those goals for every manager under their supervision within 30 days.
- Create coverage plans for each critical staff member in the event of an outage.
- Promote a healthy, inclusive, collaborative work environment grounded in AntFarm's mission and values.
- Provide coordinated oversight of district-based Youth & Family Services and housing services, ensuring aligned, accessible, and consistent delivery across districts.
- Establish annual and quarterly priorities and outcome targets with managers; monitor service quality and participant outcomes, guiding corrective action and continuous improvement.
- Promote trauma-informed, culturally responsive, participant-centered practices.
- Identify service gaps and coordinate new initiatives.
- Maintain consistent department-wide policies, procedures, and communication systems while allowing appropriate local adaptation.
- Ensure safe, welcoming, consistently operated, well-coordinated operation of all locations for Resource Centers, YouthHubs, housing properties, and equipment in partnership with Operations.
- Review staffing plans, coverage, onboarding.
- Monitor operational risks; elevate concerns promptly.
- Support emergency and extreme-weather response planning.
- Ensure programs meet county, state, federal, funder, and contract requirements; partner with Compliance and Finance to maintain accurate records and timely reporting.
- Review program dashboards, HMIS, and outcomes data to inform decisions.
- Support grant applications, monitoring visits, audits, and funder reporting.
- Develop and monitor department and program budgets, review financial performance and variances, and approve expenditures within delegated authority.
- Support managers in building relationships with schools, landlords, businesses, coalitions, and community partners; represent AntFarm in regional collaborations.
- Partner with Communications and Development to provide program information, outcome data, and community stories.
- Serve as an active member of AntFarm's management team, contributing to organizational planning and cross-department problem-solving.
- Provide executive leadership with regular, concise updates on program performance, staffing, budgets, risks, and growth initiatives.
- Model professionalism, integrity, and constructive conflict resolution; ensure staff and partners understand decisions, timelines, and escalation pathways.
- Work in person and attend workshops in Molalla, Sandy, Estacada, and Portland metropolitan area on a regular basis. (This will require reliable transportation, mileage is reimbursed.)
