About The Position

The Career Services Manager (Young Adults) provides leadership and oversight for the daily operations and strategic direction of a WIOA-funded Career Center serving young adults ages 16–24. This role supervises a team of career coaches and ensures the delivery of high-quality, youth-centered workforce development services. The Career Services Manager is responsible for driving program performance, ensuring WIOA compliance, and creating a positive customer experience that leads to successful education, training, and employment outcomes. The role also provides coaching, training, and performance oversight to case management staff to ensure effective service delivery, accurate documentation, and strong participant results.

  • Bachelor’s degree from an accredited college or university. The degree requirement may be substituted for eight (8) years of professional work experience.
  • A minimum of five (5) years of experience in a mid-senior leadership role.
  • A minimum of five (5) years of experience combining elements of training, coaching, counseling and/or case management, preferably in the workforce development industry.
  • Strong knowledge of adult learning principles and instructional design methodologies.
  • Personal computer literacy required, including effective use of the Internet, e-mail, video conferencing (Zoom, Teams) and Microsoft Office (Word, Excel, PowerPoint, and Outlook).
  • Ability to learn and efficiently utilize various case management software programs.

Nice To Haves

  • Bilingual, fluency in Spanish preferred.
  • Experience working with adults in the workforce system and those disconnected from services highly preferred.
  • Experienced with Workforce Innovation Opportunity Act (WIOA) and other workforce related programs highly preferred.

Responsibilities

  • Provide day-to-day operational oversight to staff, ensuring the effective management of daily operations and fostering a positive, innovative, and productive work environment.
  • Ensure all contractually established outcomes are achieved in compliance with applicable policies, procedures, and performance standards.
  • Oversee the training, guidance, and ongoing support of case management personnel to ensure high-quality service delivery.
  • Ensure staff deliver comprehensive career counseling and intensive case management services to youth participants.
  • Oversee the implementation of work-based learning opportunities that integrate education with real-world work experiences for youth customers.
  • Ensure accurate and timely completion of intake, eligibility determination, and comprehensive assessments of participants’ employment and training needs.
  • Direct staff in providing youth participants with access to education and supportive services, including post-secondary planning, financial aid assistance, tutoring, and vocational training enrollment.
  • Oversee the delivery of job readiness activities, including resume development, interview preparation, and workplace readiness skills.
  • Ensure staff provide appropriate emotional and social support services to youth participants, including those transitioning from foster care, through counseling, mentoring, and peer support initiatives.
  • Oversee the coordination and delivery of training opportunities aligned with high-growth sectors, including pre-apprenticeships, apprenticeships, occupational skills training, and post-secondary education pathways.
  • Ensure staff accurately enter, manage, and maintain participant data within the required state information systems (CalJobs)and databases.
  • Monitor and ensure the accuracy, completeness, and timeliness of all data entry and reporting completed by case management staff.
  • Ensure staff provide accurate labor market information, career guidance, and appropriate referrals to partner services, and follow up on participant progress.
  • Oversee the planning and delivery of orientations, workshops, job clubs, and group presentations to ensure quality and consistency.
  • Ensure full compliance with policies and regulations related to eligibility documentation and case file management.
  • Monitor and maintain oversight of case file accuracy and completeness to ensure compliance with all documentation and audit requirements.
  • Direct staff in the development, implementation, and tracking of Individual Employment Plan (IEP) and or Individual Service Strategies (ISS).
  • Ensure the delivery and tracking of required post-exit follow-up services, including retention, supportive services, and verification of education, training, and credential attainment.
  • Monitor program performance to ensure benchmarks are met or exceeded and that all required reporting is completed accurately and on time.
  • Coordinate career readiness activities, work-based learning opportunities, internships, apprenticeships, and employment placements.
  • Respond to participant, parent, community partner, and staff concerns in a timely and professional manner.
  • Establish and maintain partnerships with schools, employers, workforce agencies, community organizations, and training providers.
  • Perform other duties assigned to support program operations and organizational goals.
