About The Position

Oakland County is seeking an Engineering Systems Coordinator to support and maintain critical SCADA (Supervisory Control and Data Acquisition) systems that help ensure the reliable operation of water and wastewater facilities throughout Oakland County. This position offers the opportunity to work with advanced automation systems, cybersecurity initiatives, disaster recovery planning, and infrastructure improvement projects that directly impact the communities we serve. The role involves troubleshooting complex systems, collaborating with technical teams, and supporting essential public services.

Requirements

  • Possess a Bachelor’s degree from an accredited college or university with a major in Electrical or Controls Engineering, Computer Science, or other closely related field of study.
  • Have at least five (5) years of full-time work experience in the development and support of SCADA systems within the assigned subject matter area: Ignition, Rockwell Automation, Wonderware, Intellution, GE Software.
  • Ability to communicate technical and complex information both verbally and in writing, establish and maintain cooperation, understand, trust, and credibility, perform multiple tasks.
  • Attention to detail due to highly critical tasks.
  • Ability to operate a motor vehicle and/or be a passenger.

Responsibilities

  • Maintain and support the Water Resources Commissioner's SCADA system and related infrastructure.
  • Monitor system performance and troubleshoot hardware, software, network, and communication issues.
  • Identify root causes of system outages and equipment failures and implement corrective actions.
  • Partner with Oakland County Information Technology (OCIT) on server, network, database, and infrastructure maintenance and upgrade projects.
  • Assist with planning and implementing long-range capital improvement projects involving SCADA systems.
  • Conduct cybersecurity preparedness and disaster recovery exercises to ensure operational readiness.
  • Support system upgrades, enhancements, and modernization initiatives.
  • Utilize Countywide and department-specific software applications to complete assignments and maintain system documentation.
  • Participate in on-call rotations and respond to operational emergencies, power outages, severe weather events, and other critical situations as needed.
  • Troubleshoots and determines the root cause of SCADA system outages and hardware failure and corrects such issues as appropriate.
  • Documents standard operating procedures for the SCADA systems and ensures adherence to those procedures.
  • Collaborates with Oakland County Information Technology (OCIT) as liaison for WRC regarding the SCADA infrastructure.
  • Coordinates with OCIT to implement network upgrades, server upgrades, and security updates for the WRC SCADA system.
  • Work with OCIT to ensure optimal server resource usage, monitor SCADA server memory and Central Processing Unit (CPU) usage and determine efficient programming or scripting approaches.
  • Understand and carry out OCIT Department policies and procedures and works closely with OCIT to resolve issues within the SCADA system.
  • Work as a liaison to Safety Dispatch to ensure proper emergency dispatching for SCADA alarms at WRC facilities.
  • Work with various cellular carriers to maintain the widespread SCADA network and troubleshoot any outages.
  • Trains WRC and CVT users in all aspects of Oakland County’s SCADA system.
  • Prepares or assists in the preparation and maintenance of user manuals, training guides and procedures.
  • Ensures that staff are informed of modifications in procedures, input/output reports, system capabilities, and other related changes.
  • Responding to end-user’s questions, complaints, and concerns throughout WRC and CVT’s in the resolution of difficulties encountered in the operation of the SCADA system.
  • Assists with the acceptance testing of site installations, enhancements, and upgrades of the SCADA system.
  • Oversees contractor work within the SCADA system both on-site and remote.
  • Reviews electrical schematics, instrumentation, and control schematics, as required for integration with the SCADA system.
  • Ensures that all SCADA alarms have the appropriate response codes for Oakland County Safety Dispatch.
  • Develops SCADA Human-Machine Interface (HMI) graphic screens using programming language.
  • Attend and participate in meetings related to assigned divisions/work units.
  • Write scripts using languages, such as Python, Java, VBA to generate reports for WRC staff.
  • Evaluate the SCADA system / network to reprogram, update, and add new features where feasible.
  • Collect user requirements and determine how they translate in application features to help staff utilize the SCADA systems potential.
  • Perform programming, testing, and commissioning of new SCADA platform features and upgrades.
  • Responsible for interacting with vendors to resolve application issues.
  • Utilizes current Countywide and/or department specific software to complete assignments.
