About The Position

Under general direction of the WPCD Superintendent, oversee the maintenance and operation of the City’s wastewater collection system.

Requirements

  • High School diploma and five (5) years of progressively responsible work experience in a wastewater treatment plant, three (3) of which must be in a supervisory capacity.
  • An equivalent combination of education and experience which indicates possession of the knowledge, skills and other characteristics may be substituted for the above qualifications.
  • Must possess a valid Commercial Driver’s License (CDL).
  • Certifications as determined by Federal, State and Division regulations may be required by area of assignment.
  • Knowledge of the principles and practices of wastewater collection systems.
  • Knowledge of the methods, materials, tools, and techniques used in the repair and maintenance of wastewater collections systems.
  • Knowledge of techniques used in estimating time and materials for assigned projects.
  • Knowledge of occupational standard safety precautions.
  • Knowledge of budgeting procedures and techniques.
  • Knowledge of methods and techniques of effective supervision and management.
  • Knowledge of the uses and capabilities of various wastewater collection system maintenance related equipment.
  • Skill in reviewing work priorities, project schedules, and current work activities to ensure compliance with department standards, objectives, and policies.
  • Skill in the uses of a variety of vehicles, tools, and equipment.
  • Skill in reading and interpreting maps and blueprints for wastewater collection systems.
  • Skill in planning, organizing, and directing, through subordinate staff, the efficient and effective delivery of service.
  • Skill in maintaining records.
  • Skill in operating assigned office computers/software.
  • Skill in modeling professional behaviors and attitudes for subordinate staff.
  • Skill in promoting and enforcing safe work practices.
  • Skill in the application of communication and interpersonal skills as applied to interaction with co-workers, subordinates, supervisor, and the general public, sufficient to exchange or convey information and to receive work direction.
  • Skill in identifying and maintaining the confidentiality of sensitive and important information while using diplomacy and tact.
  • Skill in analyzing problems, identifying realistic, feasible solutions, projecting consequences of proposed actions and contributing to a consensus which can be implemented.

Responsibilities

  • Plans, directs, coordinates, and controls the activities of the Collections Division staff including payroll, recommendations for hiring, assigning, and reviewing work, performance evaluation, scheduling leave, and providing daily work instruction.
  • Assists in the preparation of and monitors the Division budget.
  • Oversees purchasing of equipment and supplies, inventory control and accounting procedures.
  • Assures that services delivered by staff meet quality and timeliness standards.
  • Plans for the addition of new services and/or the expansion of unit functions.
  • Attends staff and other meetings as required.
  • Assigns work for multiple workers of crews.
  • Monitors crews and projects throughout the day.
  • Inspects work sites before, during, and after completion to ensure satisfactory completion and the adherence of staff to safe work practices.
  • Receives, researches, and responds to complaints and recommends corrective action.
  • Exercises initiative and independent judgment in resolving operational problems and policy matters that may arise.
  • Recommends and assists in the implementation of goals and objectives.
  • Establishes schedules and methods for work to be performed.
  • Implements policies and procedures.
  • Prepares cost estimates for supplies, materials, and equipment.
  • Evaluates operations and activities of assigned responsibilities.
  • Recommends improvements and modifications.
  • Performs other duties as assigned.
