About The Position

The Arizona Department of Corrections, Rehabilitation & Reentry (ADCRR) is seeking an experienced training and education program developer to assume the Workforce Training & Education Administrator position. This position provides statewide leadership for workforce development, Career and Technical Education (CTE), Second Chance Reentry Centers, and Arizona Correctional Industries (ACI) workforce credentialing initiatives. Directs the design, implementation, and continuous improvement of workforce pathways that prepare incarcerated and reentering individuals for employment, economic mobility, and successful reintegration. Exercises statewide operational oversight of ACI training programs, CTE instruction, SCC service delivery, and employer-aligned credentialing. Collaborates with employers, workforce agencies, educational institutions, community partners, and governmental agencies to ensure programs meet labor market demands, comply with statutory requirements, and deliver measurable outcomes.

Requirements

• At least 4 (four) years of experience in workforce development, employer engagement, or education program management
• At least 2 (two) years of experience managing contracts, partnerships, or program implementation
• Strong understanding of workforce policy, credentialing, and labor market alignment
• Experience working with justice-involved populations or reentry programs
• Familiarity with WIOA, ARIZONA@WORK, and industry credential systems
• Knowledge of workforce development, CTE, and reentry employment programs
• Knowledge of labor market trends, employer needs, and workforce systems
• Knowledge of budgeting, contract management, program evaluation, and performance measurements
• Knowledge of strategic planning, organizational leadership, and continuous improvement practices
• Skill in developing and implementing workforce development strategies
• Skill in building partnerships with employers, educational institutions, and community stakeholders
• Skill in analyzing data and evaluating program performance
• Skill in managing programs, budgets, contracts, and multiple priorities

Responsibilities

• Develops and implements statewide workforce development strategies supporting ACI’s training, CTE programs, and Second Chance Centers
• Establishes workforce pathways, performance measures, and program goals aligned with labor market needs, employer demand, and reentry outcomes
• Provides statewide operational oversight and recommendations to leadership regarding standards, curriculum, credentialing pathways, and employer partnerships
• Leads expansion of education, training, credentialing, apprenticeship, and employment opportunities across all complexes and SCC locations
• Oversees operations of Second Chance Centers, CTE programs, and ACI’s workforce training initiatives
• Ensures program quality and alignment with industry standards and employer expectations
• Directs delivery of career readiness, credential attainment, work-based learning, apprenticeships, job placement, and transition services.
• Builds and maintains partnerships with employers, workforce boards, educational institutions, government agencies, and community organizations
• Promotes second-chance hiring and expands employer engagement statewide
• Represents ACI and ADCRR in workforce development forums, advisory councils, and interagency initiatives
• Manages budgets, contracts, grants, and vendor relationships supporting workforce, CTE, and SCC operations
• Ensures compliance with federal, state, accreditation, and agency requirements
• Prepares strategic plans, performance reports, dashboards, and operational briefings for executive leadership
• Oversees data governance, reporting, and analytics for all workforce, CTE, and SCC programs
• Reports on credential attainment, program completion, employment outcomes, recidivism-related indicators, CTE performance metrics, and SCC engagement outcomes
• Uses data to drive continuous improvement, resource allocation, and program accountability
• Supervises managers responsible for ACI workforce, CTE, and SCC operations
• Leads, coaches, and develops multidisciplinary teams across multiple sites
• Establishes expectations, monitors outcomes, and drives a culture of accountability, innovation, and service excellence
• Ensures consistent statewide implementation of policies, procedures, and quality standards
• Drives on State business
• Performs other duties appropriate to the assignment
