About The Position

The Quality & Performance Administrator plays a critical leadership role in ensuring the integrity, compliance, and performance of WIOA Adult and Dislocated Worker programs. This position is responsible for the ongoing review and quality assurance of case files, documentation, and service plans to ensure federal, state, and contract requirements are met. The Administrator oversees performance metrics, anticipates trends through predictive analysis, and guides staff in real-time course corrections to drive successful outcomes for both participants and the organization.

Requirements

  • Bachelor’s degree in Business, Public Administration, Workforce Development, or related field. Candidates with a combination of lesser education and relevant experience are welcome to apply.
  • Minimum 2 years of WIOA program experience and/or 2 years in a quality assurance, compliance, or performance-focused role.
  • Strong knowledge of WIOA regulations, documentation standards, and performance metrics.
  • Demonstrated ability to lead monitoring processes and translate data into actionable insights.
  • High level of self-direction with a proven ability to hold teams accountable.
  • Proficiency in case management systems and Microsoft Office Suite; experience with data tools like SC Works Online Services (SCWOS) or similar platform highly preferred.
  • Excellent communication skills—both written and verbal.
  • Strong analytical thinking, attention to detail, and commitment to continuous improvement.
  • Valid driver's license in good standing and valid automobile insurance.

Responsibilities

  • Conduct regular and systematic monitoring of WIOA case files to ensure all eligibility documents are present, valid, signed, and appropriately redacted.
  • Ensure Individual Employment Plans (IEPs) are participant-centered, detailed, and reflect both short- and long-term goals aligned with career pathways.
  • Ensure measurable skills gains, credentials, and outcomes are properly documented in case management systems.
  • Track contract performance goals and federal performance indicators (e.g., employment rate, median earnings, credential attainment, local area benchmarks) to ensure targets are met or exceeded.
  • Develop and implement a continuous quality improvement process, including file audits, staff feedback, and corrective action planning.
  • Utilize data-driven tools to support predictive analysis and performance forecasting, such as Excel Pivot Tables & Dashboards, Power BI, State Reports / SC Works Online Services (SCWOS), FutureWorks / Geographic Solutions Reports, and Customized performance trackers.
  • Prepare and present performance and quality reports to leadership and funders.
  • Partner with frontline managers and staff to provide coaching and accountability, ensuring corrective actions are implemented and sustained.
  • Lead internal file reviews prior to state and federal monitoring visits; ensure readiness and responsiveness to findings.
  • Support the design and delivery of staff development and training related to quality assurance, performance metrics, and compliance expectations.
  • Serve as a subject matter expert on WIOA regulations, TEGLs, and local policies governing eligibility, service delivery, and documentation.
