About The Position

The Program Coordinator is responsible for day-to-day management and coordination of assigned workforce development grants and related initiatives. This role ensures effective program implementation, fiscal and contractual compliance, and progress toward performance outcomes. Working under the direction of the Career Advancement Director, the Program Coordinator serves as the primary liaison to contractors, partners, and internal teams to advance high-quality, data-driven workforce programming. This position is designed to be cross-functional and portfolio-based, supporting multiple workforce development grants rather than a single program.

Knowledge of federal, state, and local workforce development programs, including Workforce Innovation and Opportunity Act (WIOA) and Jobs First Employment Services (JFES).
A bachelor’s degree in public administration, business, social science or social work, or other applicable field of study.
Two or more years’ experience working with workforce development or employment and training programs that require complex project management to achieve results within budget and on time.
Experience in making written and oral presentations and reports using both data and narrative sources.
Contract management experience required.

Responsibilities

Serve as the primary coordinator for assigned grant portfolios, ensuring program activities align with grant scopes, timelines, and performance requirements.
Develop and execute project work plans to ensure timely and effective delivery of assigned state and federally funded workforce programs.
Support the Career Advancement Director in overseeing overall grant and program performance.
Coordinate marketing, outreach, and participant recruitment in collaboration with Communications and partner teams.
Collaborate with the Business Services Unit and other internal departments to align training programs with employer needs and achieve grant outcomes.
Coordinate with the Business Services team to match participants with employer opportunities (internships, OJTs, apprenticeships, etc.) and ensure employer satisfaction.
Collaborate across internal teams (Programs, Finance, Business Services, Communications, Data) to support integrated delivery of services across multiple grants within the Coordinator’s portfolio.
Adapt program coordination responsibilities as grant portfolios shift, expand, or conclude, ensuring continuity and consistency of program operations.
Partner with the Finance Department to track program spending, ensure timely payments, and maintain budget compliance.
Monitor grant budgets to ensure expenditures remain on track and aligned with funder requirements.
Draft scopes of work and support contract development and execution.
Review invoices for programmatic accuracy, eligibility, and documentation compliance.
Assist in monitoring contractor performance and deliverables to ensure services for participants meet programmatic, fiscal and compliance standards.
Escalate issues proactively to the Career Advancement Director.
Produce accurate monthly performance reports and analyses for internal and external stakeholders.
Verify participant eligibility and ensure all supporting documentation is complete and compliant.
Track performance metrics and progress toward goals using designated data systems.
Conduct quality assurance reviews, including file audits, on-site observations, and data cleanup activities.
Coordinate corrective action plans in response to monitoring findings and compliance issues.
Coordinate with internal data and compliance staff to ensure accurate documentation, reporting, and readiness for monitoring or audit activities across the grant portfolio.
Serve as “point of contact” for contractor and partner staff.
Facilitate portfolio-level partner meetings to promote alignment, continuous improvement, and shared learning.
Provide technical assistance, training, and guidance on grant policies, procedures, and reporting requirements.
Develop and deliver training materials to support consistent, compliant program delivery.
Facilitate regular meetings of contractors, partners, and internal/external stakeholders to share updates, resolve issues, and promote alignment.
Advise contractors on managing participant complaints, incidents, and customer service standards.
Serve as backup to the Career Advancement Director and provide administrative or operational support as needed.
Maintain up-to-date knowledge of federal, state, and local regulations and guidance governing assigned grants.
Build and maintain relationships with training providers, community partners, and referral sources to enhance participant recruitment and service delivery.
Organize or support hiring events, partner convenings, or public-facing activities related to assigned programs.
Support case management and other customer-facing operations as needed.
