About The Position

The Office of Economic Opportunity and Compliance (EOC) exists to promote economic opportunity, growth and engagement in communities across N.C. to ensure stakeholders have access and opportunity to participate in transportation programs. EOC is responsible for advocating, administering, implementing, and monitoring the Department’s Title VI Nondiscrimination Program, Disadvantaged Business Enterprise (DBE)program, Unified Certification Program, Small Business Program, Equal Opportunity Contractor Compliance Program, Americans with Disabilities Act Program, On-the-Job Training (OJT) Program, and University Collaborations/ HBCU Outreach. The primary purpose of the Workforce Program Analyst: External Workforce Development Program position is effectively implementing the workforce development program. The position is comprehensive, coordinative, consultative, analytical, and advisory work involving independent consultation, technical assistance, and program project oversight. The position is responsible for the management of a portfolio of professional development, custom training, and youth programs related to the construction industry. This includes scheduling, coordinating logistics hiring and training instructors in different areas related to the construction industry, maintaining budgets, coordinating curriculum development, revision, and evaluation process, maintaining existing and building new partnerships, evaluating and analyzing program outcomes, metrics and reporting, and program compliance. The position is responsible for identifying and expanding program offerings to meet the current needs of federal and state government, community, employers, and workforce. The program area for this position includes experience in or working knowledge of workforce program development and implementation, vocational/skill program development and evaluation, or employment rehabilitation/reintegration programs. Must be able to legally operate state vehicle.

Requirements

  • Bachelor’s degree from an appropriately accredited institution and three (3) years progressively responsible experience related to the area of assignment; or an equivalent combination of training and experience.
  • Must be able to legally operate state vehicle.

Nice To Haves

  • Working knowledge of principles and practices of Workforce Development Programs, in the public or private sectors.
  • Documented experience in collecting, analyzing and reporting data and information, especially as it relates to finance and labor market statistics.
  • Working knowledge of project management, including the ability to handle multiple projects and deadlines in a fast-paced environment.
  • Documented experience in establishing, applying and interpreting policies and procedures using appropriate judgement and discretion.
  • Documented experience in creating and maintaining effective working relationships with stakeholders at all levels, internal and external, as well as the public.
