About The Position

Responsible for developing and implementing the workforce programs for the organization. This role involves developing and implementing workforce development programs for youth and adults, supervising case managers, establishing employer relationships for client placements, ensuring contract and funder compliance, preparing outcome reports, managing trainers and subcontractors, and overseeing the effective implementation of client career plans. The position also requires meeting with industry representatives to identify talent needs, building relationships with employers to create career pathways, gathering and analyzing labor market information to inform strategies, and managing an employer database.

Requirements

  • Must have a bachelor’s degree in Human Resources or Related Field.
  • At least 3 years of experience in workforce development or training programs.
  • Must have high proficiency with computer software, including Microsoft Word, Excel and Outlook.
  • Advanced skills in Microsoft Excel is a must.
  • Must have outstanding leadership skills.
  • Must be able to work independently, be reliable and organized.
  • Must have excellent verbal and written communication skills.
  • Ability to secure clearance for PA Child Abuse, PA Criminal History, FBI, and National Sex Offenders Clearance (required).
  • Ability to secure health clearances every two years and TB once (required).

Nice To Haves

  • Master’s degree preferred.
  • Knowledge of salesforce software strongly preferred.
  • Possess or ability to secure PA Drivers License and insurance (preferred).
  • Proficiency in Excel, PowerPoint and Microsoft Office, Constant Contact and Sales Force preferred.

Responsibilities

  • Develop and implement the workforce development program for youth and adult.
  • Supervise the workforce development case managers.
  • Establish relationships with employers to assure placements of program clients.
  • Ensures the compliance with contracts and funders.
  • Prepare outcome reports for the workforce development unit.
  • Manage the workforce development trainers and subcontractors.
  • Assure the effective implementation of the career plans for clients.
  • Meets with local industry representatives to determine workforce and or talent needs.
  • Build and maintain productive relationships with public-sector, private-sector and non-profit employers to create career pathways for future talent.
  • Gathers labor market information, talent demand and skills requirements and translating data into meaningful information to create workforce development strategies.
  • Develop and manage a database of employers and/or industry representatives and maintain regular communication through appropriate channels.
  • Other duties as assigned by the Youth & Family Services Director in response to a rapidly changing environment.
