The Immigrant and Refugee Community Organization (IRCO) is a non-profit organization established in 1976 to serve immigrants, refugees, and the broader community in Portland, Oregon. Our mission is to welcome, serve and empower refugees, immigrants and people across cultures and generations to reach their full potential. The Workforce Development Sector Manager is responsible for all aspects of IRCO’s Workforce Development sector programs including managing and growing the program portfolio, liaising with partner agencies and funders, ensuring quality client & program outcomes, the successful and timely completion of funder required reports, spending and budget monitoring, supervision of staff, and the creation of program standards, forms and processes. This position will provide direct supervision to 5-7 program coordinators and/or assistant managers. Key responsibilities include program budgeting, monitoring, planning, implementing; community outreach; program development and maintenance; and coordinating program services. The Manager is responsible, in collaboration with the program coordinators, for overseeing the day-to-day operations and oversight of the programs, relationships with partners, and implementing a variety of services in response to current workforce development needs.
