About The Position

King County is launching an ambitious effort to make government more transparent, accountable, and effective through the King County Delivers plan. To support this work, we are seeking a results-driven Workforce Data Manager to join our Human Resources department. As our Workforce Data Manager, you will support the creation of metrics, programming and business reviews in alignment with Executive Zahilay’s Executive Order to strengthen governance and fiscal oversight.

Requirements

  • A bachelor’s degree in Business, Public Administration, Human Resources, Data Science, or a related field, and at least five years of experience in business process analysis, data management, or performance improvement, including two or more years in facilitating leadership in such decision making. (An equivalent combination of education and experience will be considered.)
  • Demonstrated experience analyzing complex data sets, identifying trends, conducting variance and statistical analysis, and translating insights into actionable recommendations.
  • Proven experience designing, building, and maintaining business intelligence dashboards or reporting tools using platforms such as Power BI, Oracle Smart View, or similar technologies.
  • Strong skills in data analysis, performance measurement, and process improvement, with a track record of partnering with business leaders to deliver measurable operational improvements.
  • Advanced knowledge of business systems analysis and the ability to work with complex data structures and multisystem environments.
  • Exceptional communication skills, with the ability to synthesize and convey complex information clearly and effectively to diverse audiences (staff, leadership, and partners).
  • Demonstrated ability to collaborate across teams, navigate large and complex organizations, manage competing priorities, and translate stakeholder needs into clear insights that support policy, operations, and equity goals.
  • Experience working in or with public sector environments, or familiarity with politically sensitive, multistakeholder decision making contexts.

Nice To Haves

  • Experience with enterprise HR technologies (e.g., NEOGOV, PeopleSoft, Workday) and data analysis tools such as SQL, Python, R, or advanced Excel.
  • Experience with data governance tools (e.g., Microsoft Purview, Collibra, Informatica) and knowledge of data privacy and security practices relevant to the public sector.
  • Experience with advanced analytics, including statistical modeling, predictive analysis, or applied AI/ML concepts in service of HR or organizational performance.
  • Professional certification in HR or data management (e.g., SHRMCP, PHR, CDMP).

Responsibilities

  • Oversee the collection, storage, maintenance, and use of HR data, ensuring integrity, accuracy, and security in alignment with King County policies and standards.
  • Lead and support countywide HR data governance efforts in collaboration with DHR Leadership, KCIT, and partner agencies.
  • Develop and steward an enterprise HR data inventory and access framework, identifying barriers and enabling consistent, cohesive data use across systems.
  • Analyze HR data to identify trends, generate insights, and support strategic and operational decision making.
  • Develop meaningful enterprise performance metrics and standardized formulas for HR measures.
  • Monitor key indicators, analyze trends, and make recommendations aligned with organizational goals and human centered values.
  • Support operational, financial, and policy analysis using internal and partner data to inform decision making, advance equity, and improve service delivery.
  • Build, implement, and maintain business intelligence dashboards and reporting systems (e.g., Power BI), including data cleaning, architecture, visualization, and automation.
  • Deliver regular and ad hoc reports to HR leadership, department and division leaders, and the Executive Office, promoting transparency and accountability.
  • Lead business intelligence and performance review meetings to support data informed decision making.
  • Establish a standing cadence for enterprise analysis, reporting, and auditing.
  • Ensure HR data systems and tools remain aligned with enterprise standards and support evolving business needs.
  • Assess current data repositories and reporting capabilities; recommend infrastructure, system, and process improvements.
  • Lead cross functional teams to analyze business needs and implement data driven process improvements that enhance operational efficiency, compliance, and service delivery.
  • Continuously improve tools, processes, and data practices as staff and leaders mature in their use of management data.
  • Partner with HR teams, KCIT, the Executive Office, and other county departments to support data related initiatives and foster a consistent understanding of HR metrics and data use.
  • Develop and deliver training, communications, and guidance on data management best practices, analysis methods, and visualization tools.
  • Promote a culture of continuous improvement, innovation, and data driven decision making across the HR community.
