About The Position

The Maryland Transit Administration (MTA) is seeking a Workers' Compensation Claims Coordinator in the Safety & Risk Management Department. This role supports MDOT MTA’s safety, risk management, and claims functions by ensuring accurate claim handling, strong regulatory compliance, and effective coordination with the Third-Party Administrator (TPA). The position involves conducting investigations, analyzing claim data, gathering and validating case information, and ensuring adherence to Maryland Workers’ Compensation Law, Employment and Labor Laws, and internal policies and procedures. The role also requires preparing case materials and providing sworn testimony during legal proceedings.

Requirements

  • Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Four years of experience in administrative staff or professional work.
  • Two (2+) years of Maryland workers’ compensation or claims investigation experience.
  • Experience interpreting and applying complex policies, procedures, laws, regulations, insurance language, and CBAs.
  • Experience reviewing and analyzing video or physical evidence.
  • Knowledge of Maryland Workers’ Compensation law, regulations, and related tort principles.
  • Experience preparing case materials and providing sworn testimony.
  • Experience identifying customer needs and resolving issues effectively.
  • Proficiency with claims management systems, databases, and related software tools.
  • Experience developing and delivering training materials and educational sessions.

Responsibilities

  • Independently manage an assigned caseload of workers’ compensation claims from initial report through final resolution, in accordance with agency and departmental protocols.
  • Conduct forensic review and analysis of incident video, related documentation, and physical evidence.
  • Investigate claim details, gather facts, validate mechanisms of injury, and identify inconsistencies or concerns.
  • Provide guidance to supervisors and employees on leave management, attendance directives, and safe, timely return-to-work expectations.
  • Document claim files with required investigative notes, reports, and supporting data in accordance with Maryland Workers’ Compensation Law, agency standards, and departmental expectations.
  • Advise supervisor on the status of complex, high-risk, or problematic claims.
  • Prepare claim files and materials for internal or external legal and administrative hearings, including coordinating with the supervisor and TPA on defense recommendations.
  • Review and analyze claim data to identify trends, discrepancies, emerging risks, or opportunities for process improvement.
  • Collaborate with the TPA/WC carrier, internal stakeholders, and external partners to ensure accurate and timely exchange of information.
  • Provide sworn testimony during hearings, depositions, or other legal proceedings.
  • Interpret and apply collective bargaining agreements (CBAs), policies, procedures, directives, and memoranda of understanding (MOUs) as they relate to labor, employment, and workers’ compensation matters.
  • Maintain accurate records and ensure compliance with applicable workers’ compensation laws, regulations, directives, and agency procedures.
  • Provide timely customer service and clear communication to supervisors, employees, and both internal and external partners.
  • Develop, update, and present training materials, educational content, and guidance documents.
  • Deliver training sessions related to workers’ compensation processes, documentation standards, compliance expectations, and workplace responsibilities.
  • Maintains the highest level of security and ethical standards on confidential/sensitive information including claims, medical, and employment records.
  • Perform other duties as assigned by the department or supervisor.
