About The Position

Performs all administrative duties required to provide WIC services to participants. This includes utilizing the SCWIC computer system and Medicaid Web system, conducting eligibility interviews and requirements, interviewing economic units, reviewing and documenting proof of ID, residency, and income, and processing applications according to standards. Motor Voter services are offered at initial or subsequent certification. The role involves informing and educating clients on program policies and procedures, completing outgoing transfers, and ensuring WIC services are performed in accordance with WIC policy and procedures. Additionally, the position is responsible for issuing eWIC cards and Farmer's Market coupon booklets, ensuring the accuracy of eWIC cards, and educating participants on downloading the WIC Mobile App. The specialist will assist participants with pinning their eWIC cards, redeeming food instruments, using the WIC ID Card, and understanding the WIC Food Guide. Maintaining WIC program security, completing and maintaining required WIC reports, and handling returned mail, correspondence, and reminder letters or phone calls are key duties. The role requires maintaining current knowledge of electronic records, including documentation, confidentiality, and archiving, in accordance with program guidelines and the Comprehensive Health Records User's Manual Policies and Procedures. Compliance with agency and program records management requirements is essential. The position also assists in maintaining the Non-Participation/Eligible for Benefits Report and the 15-Day Notice Report, including mailing reminder letters, making reminder phone calls, and managing returned mail correspondence. Providing quality customer service in a culturally competent manner through face-to-face and/or telephone encounters, while maintaining confidentiality according to HIPAA policies and procedures, is crucial. The role includes assisting with outreach activities to promote the WIC program and documenting client-level data, such as race/ethnicity, during interviews. Adherence to customer service, cultural competence guidelines, and established clinic procedures is expected, ensuring customers receive qualified interpretation and translation. Compliance with Civil Rights/Non-Discrimination policies is mandatory. The position requires participation in disaster preparedness and response as outlined by the DPH regional/county plan, including working during hazardous weather or declared emergencies, with potential for 24-hour duty or on-call status for deployment. Other duties as assigned will also be part of the role.

Requirements

  • Possess a current driver's license.

  • High school diploma or GED with one (1) year related clerical experience or High School Diploma or GED with any amount of SCDPH work experience.
  • An Associate's Degree in a Secretarial Science/related field & one (1) year clerical office experience; or a bachelor's degree or higher with no clerical office experience.
  • Any equivalent combination of education and/or experience that demonstrates the required knowledge, skills, and abilities may be considered in meeting the minimum qualifications, subject to approval by the DPH Chief Human Resources Officer, or their delegate.
