About The Position

The Business Services Manager leads the development, implementation, and management of employer engagement strategies that align with Equus Workforce Solutions' mission and the strategic priorities of ASPYR Workforce Innovation Board. This position is responsible for building and maintaining strong relationships with employers, industry leaders, economic development organizations, educational institutions, and workforce partners to create talent solutions that address regional workforce needs.

Requirements

  • Bachelor’s Degree in Business Administration, Human Resources, Public Administration, Economic Development, Workforce Development, or related field preferred.
  • Minimum five years of workforce development, employer engagement, business services, or related experience, including three years of supervisory experience.

Responsibilities

  • Develop and execute comprehensive employer engagement strategies aligned with ASPYR workforce priorities.
  • Build relationships with employers, chambers, economic development organizations, and workforce partners.
  • Lead business services operations including OJT, IWT, apprenticeship, customized training, and recruitment initiatives.
  • Collaborate with ASPYR Workforce Innovation Board leadership and committees.
  • Supervise and develop Business Services Representatives and workforce staff.
  • Monitor performance metrics, employer satisfaction, and workforce outcomes.
  • Lead sector partnerships and talent pipeline development initiatives.
  • Ensure compliance with WIOA regulations, board policies, and Equus standards.
  • Develop creative engagement models such as employer roundtables, reverse hiring events, sector-focused recruitment campaigns, job shadowing, career pathway showcases, and customized talent solution pilots that improve employer and participant outcomes.
  • Use labor market information, employer feedback, placement outcomes, and participant readiness data to identify service gaps, improve referral quality, and create targeted strategies that increase interviews, placements, retention, and repeat employer participation.
  • Strengthen alignment between employer demand and participant engagement by coordinating with case management, career services, training providers, and partners to ensure candidates are prepared, responsive, and matched to employer expectations.
  • Design and implement innovative, employer-driven engagement strategies that translate real-time business needs into stronger talent pipelines, work-based learning opportunities, training solutions, and high-quality participant referrals.
  • Demonstrate flexibility to work outside normal business hours, including early mornings, evenings, occasional weekends, employer events, hiring fairs, sector partnership meetings, and time-sensitive business service activities as needed.
