The WIOA Job Developer is responsible for building and maintaining strong employer partnerships to create subsidized work experience (WEX) and on-the-job training (OJT) opportunities for WIOA Youth participants, ages 16-24. This role connects job seekers to meaningful, career-path employment while ensuring full compliance with Workforce Innovation and Opportunity Act (WIOA) regulations. The Job Developer collaborates closely with case managers, participants, employers, and training providers to align workforce talent with labor market needs.

Requirements

  • Bachelor’s degree in Workforce Development, Human Services, Business, Education, or related field (or equivalent experience).
  • 2+ years of experience in job development, employer engagement, workforce programs, or human resources.
  • Knowledge of WIOA programs, subsidized employment models, or workforce funding preferred.
  • Valid driver’s license and ability to travel locally to employer sites.
  • Understanding of WIOA regulations, performance indicators, and eligibility guidelines.
  • Experience developing work-based learning models (WEX, OJT, internships, apprenticeships).
  • Ability to analyze labor market information and match candidates to employer needs.
  • Contract development and understanding of wage reimbursement structures.
  • Case coordination and outcome tracking.
  • Proficiency with Microsoft Office Suite (Word, Excel, Outlook, PowerPoint).
  • Experience using workforce case management systems (e.g., Workforce Solutions, CalJOBS, Employ Florida, or similar).
  • Data entry, tracking, and reporting accuracy.
  • Ability to use virtual meeting platforms (Teams, Zoom).
  • Basic database management and document retention skills.
  • Strong relationship-building and employer engagement skills.
  • Excellent verbal and written communication.
  • Ability to motivate, coach, and support diverse job seekers.
  • Cultural competence and sensitivity to individuals with barriers to employment.
  • Negotiation, problem-solving, and conflict-resolution skills.

Responsibilities

  • Develop and maintain relationships with local employers to secure WEX and OJT opportunities aligned with labor market demand.
  • Conduct outreach to new employers via meetings, presentations, job fairs, site visits, and business associations.
  • Educate employers on WIOA programs, wage reimbursement structures, eligibility requirements, and benefits of participation.
  • Negotiate training plans, job descriptions, wage rates, supervision requirements, and reimbursement agreements.
  • Conduct employer site visits to assess job suitability, safety, training capacity, and compliance.
  • Match WIOA participants to appropriate subsidized work experiences and OJT placements based on skills, interests, and career goals.
  • Collaborate with case managers and career counselors to review participant employability, readiness, and training needs.
  • Support participants and employers during placements to ensure successful training outcomes and job retention.
  • Monitor participant progress, attendance, performance, and skill attainment.
  • Address workplace issues proactively and provide coaching or mediation as needed.
  • Ensure all WEX and OJT activities comply with WIOA, state, and local workforce board policies.
  • Ensure worksite monitoring is completed on a monthly basis to ensure that placements are completing responsibilities outlined on their
  • Develop and maintain accurate documentation, including: Training plans, Employer agreements, Time and attendance records, Progress evaluations, Wage reimbursements
  • Track enrollments, placements, outcomes, and performance metrics, including Texas Talent Assistance, WEX and OJT placements/ completions, expenditure rates of funding.
  • Support internal and external monitoring, audits, and reporting requirements.
  • Partner with workforce staff, training providers, and community organizations to strengthen career pathways.
  • Stay informed on labor market trends, in-demand occupations, and employer workforce needs.
  • Contribute to continuous improvement of WEX and OJT strategies.
