About The Position

The Town of Castle Rock is seeking a Water/Wastewater Engineering Project Manager or Senior Water/Wastewater Engineering Project Manager to join their team. This role involves managing capital improvement projects from planning through construction, with varying levels of oversight depending on the position level. Castle Rock Water provides drinking water, sanitary sewer, and storm drainage systems for the Town's residents and businesses. This is an opportunity to work on diverse projects on the Utility Owner side, including water treatment plants, pump stations, wells, pipelines, storage tanks, reservoirs, stormwater infrastructure, sanitary lift stations, and operational facilities. The position plays a crucial part in improving water, wastewater, and stormwater infrastructure for a rapidly growing town.

Requirements

  • B.S. in Engineering
  • PE license
  • 4-years of applicable experience (for Project Manager)
  • 8-years of applicable experience (for Senior Project Manager)
  • Valid Colorado driver's license
  • Ability to obtain reciprocity in the State of Colorado within one (1) year of employment (for PE license)
  • Advanced knowledge of the principles and practices of municipal capital project design and project management, civil engineering, surveying, construction inspection and coordination.
  • Knowledge of hydraulics and pumping systems as it relates to water systems.
  • Ability to plan and act as lead worker on assigned projects.
  • Experience in design and construction of utilities, roadway, parks or development projects.
  • Good written and verbal communication skills with all staff levels and backgrounds.
  • Working knowledge of office software (MSWord, MS Project, Excel, AutoCAD, PowerPoint and CAD).
  • Advanced knowledge and ability to read and understand contract documents, drawings and specifications.
  • Ability to apply Town standards and polices to the management of capital projects.
  • Ability to establish and maintain effective work relationships with citizens, developers, contractors, Town staff and project stakeholders.
  • Ability to make appropriate independent decisions and provide solutions to complex problems.
  • Ability to conduct on-site project evaluations and travel to meetings either within or outside Town limits.
  • Ability and willingness to follow-up on issues until final resolution is achieved.
  • Must satisfactorily complete a criminal background check and driving record check prior to commencing employment.

Responsibilities

  • Manages water, water resources, wastewater, and stormwater capital improvement projects (CIP) through the full project life cycle from planning through construction.
  • Manages project design process and schedule.
  • Prepares RFPs, conducts interviews and awards design contracts.
  • Facilitates design team meetings.
  • Reviews and revises contract drawings and specifications.
  • Develops project construction schedule and manages construction phase.
  • Oversees preparation of bid documentation and awarding of contracts.
  • Obtains easements, deeds, applicable permits and coordinates work items with Town staff, consultants, utilities and contractors.
  • Conducts field evaluations and approves change orders.
  • Monitors adherence to plans, contracts, safety standards and schedules.
  • Addresses citizen concerns.
  • Manages project budgets, schedule and warranty.
  • Processes pay requests and reviews change orders.
  • Follows up on warranty issues by determining responsible party and coordinate repairs.
  • Ensures design and construction is in accordance with Town standards and contract documents, and complies with local, state, and federal regulations.
  • Provides internal engineering support to water & wastewater maintenance operations.
  • Conducts on-site project evaluations and attends out of office meetings.
  • Provides engineering design and analysis on water & wastewater capital projects including potable and non-potable water distribution systems, collection system piping, water pump stations, sanitary lift stations, water treatment, potable water storage tanks, pressure reducing valves, etc.
  • Coordinates public and stakeholder involvement.
  • Prepares Council, Commission and public presentations.
  • Leads management of complex, high-value capital improvement projects (CIP) through the full project life cycle including planning, design, and construction of water, wastewater, water resources and stormwater projects.
  • Directs design consultants, construction contractors, construction inspectors, and Town Staff as needed to achieve project objectives.
  • Determines general scope of work, cost estimates and schedule for capital projects and guides them through the phases of initiation, planning, engineering design, construction, closeout, warranty, and future improvements.
  • Oversees preparation of bid documentation, contractor selection, bid solicitation, and awarding of contracts.
  • Negotiates change orders and processes pay requests.
  • Oversees comprehensive inspections of existing infrastructure and facilities to assist with long range planning and regulatory compliance.
  • Coordinates with utility operators to investigate issues and resolve problems related to the Town’s raw water supply, water treatment, water distribution, wastewater collection, and stormwater conveyance systems.
  • Plans and implements capital improvement projects as needed to resolve system problems.
  • Provides support in capital budgeting and in creation of 5, 10, 50-year capital improvement budgets in water, wastewater, water resources, and stormwater funds.
  • Provides updates to standards and specifications as needed.
  • Mentors and provides guidance to Project Managers and Water Engineers.
