About The Position

The Water Utilities Training Instructor provides comprehensive instruction, training, and education to Water Utilities staff performing meter reading and maintenance for the City and the Public Works Department. This role involves developing materials, providing classroom and hands-on learning environments, and ensuring all employees are current with policy and procedural expectations.

Requirements

  • Knowledge of City policies and procedures.
  • Knowledge of water utility operations and meter reading.
  • Knowledge of training, educational, and instructional methods and practices.
  • Knowledge of meter maintenance, care, and auditing.
  • Ability to work with computers and provide information.
  • Ability to communicate and educate staff on quality standards.
  • Ability to develop and implement instructional materials in a written and classroom setting.
  • Ability to perform general maintenance of meters and other equipment.
  • Communicating effectively verbally and in writing.
  • Establishing and maintaining effective working relationships.
  • High school diploma or GED.
  • Five (5) years of hands-on water and/or wastewater work experience.
  • Valid Texas Class C driver license with good driving record.
  • Valid Class B (or higher) Water or Wastewater license issued by the Texas Commission on Environmental Quality (TCEQ).
  • Sixty (60) hours of classroom instructional experience.
  • Successful completion of the 40-hour TCEQ-approved Effective Instructional Techniques course.
  • Successful completion of the 40-hour TCEQ-approved Instructional Design and Evaluation course.

Nice To Haves

  • Associate degree (or higher) in an education, engineering, or related field plus three (3) years of the specified work experience.

Responsibilities

  • Develops and creates educational materials, prepares, and conducts training programs for utilities employees performing meter reading, maintenance, and other activities.
  • Participates in the development of section policies, standards, procedures, and training by providing detailed Quality Control field audit inspections and collaborating with section crew leaders and supervisors when examining records, reports, operating practices and reviewing employees' completed work; provides recommendations to the section manager for process improvement and needs-based training.
  • Performs and completes field audits and quality control inspections in a timely manner; provides information in support of Meter Services management to ensure standard performance levels are met; provides effective operational training and contributes to the development of training materials and content for employee and group development relevant to section operating needs.
  • Works with other staff in the field to perform minor meter repairs and maintenance; performs data collection activities and route management to ensure professional activities and address training needs that arise.
  • Develops and conducts instructional training for new hire and current employees covering how to avoid common meter reading errors and proper skip or trouble coding.
  • Participates in professional development to remain current on standards, regulations, and utility equipment changes.
  • Provides citizens with accurate information regarding City of Dallas procedures and policies and TCEQ regulations.
  • Performs any and all other work as needed or assigned.
