About The Position

Water & Sewer Utility Technicians perform skilled work in the construction, repair, and maintenance of water and sanitary sewer systems. Additionally, from beginner to advanced depending on level, operates motorized equipment to maintain and repair Town properties, assets or projects; may also be required to support Public Works department with similar tasks. Must have the ability to perform manual labor for extended periods, often under unfavorable weather conditions. Career progression into a Logistics Coordinator is optional. Work is performed under minimal supervision.

Requirements

  • Valid Virginia (VA) Driver's License - Must have upon hire. If relocating to VA, a valid VA drivers' license is required to be obtained within one (1) year from date of hire.
  • Level I - II - Class B Commercial Driver's License (CDL) - Must have or must be able to obtain and maintain within one (1) year from date of hire.
  • Level III - Class A Commercial Driver's License (CDL) - Must have or must be able to obtain and maintain within one (1) year from date of hire.
  • Ability to effectively communicate and interact with supervisors, members of the general public, employees, Town Officials and others involved in performance of job duties.
  • Ability to assemble reports in a concise, clear and effective manner.
  • Ability to use independent judgement and work with little direct supervision.
  • Ability to operate a computer, and other office equipment needed to perform job duties, proficiency in various software, including Microsoft Office suite.
  • Excellent interpersonal skills and ability to work in a team environment.
  • Personal computer including word processing software, printer, telephone/cellphone, calculator, copy machine, fax machine, and other associated office equipment.
  • Ability to operate light to heavy machinery/equipment to include, but not limited to motorized vehicles and light construction equipment, such as dump trucks, skid loaders, flush truck, motor grader, and rollers, mowers, weed eaters, and chain saws as well as uses a variety of hand and power tools such as hammers, shovels, wrenches, jack hammers, tampers, pavement saws, pipe wrenches, and flushers.
  • Work requires the ability to talk, hear, listen, and comprehend.
  • Work requires the ability to drive and/or operate mechanical equipment.
  • Work requires the ability to sit, stand, walk for extended periods of time.
  • Work requires the ability to complete repetitive wrist, hand, and/or fine motor movement.
  • Work requires the ability to grasp, pull, push, climb, balance, reach, stoop, kneel, crouch, and/or crawl.
  • Work requires visual acuity of 20 feet or more, visual acuity of 20 inches or less, three dimensional vision, precise hand/eye coordination, the ability to identify and distinguish colors, the ability to identify and distinguish colors.
  • Manual/General labor of medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects, and some heavy work requiring the exertion of 100 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force constantly to move objects.
  • May occasionally be exposed to uncomfortable temperatures, humidity, noise, chemicals or gasses, contagious diseases, airborne particles or pathogens, and/or physical trauma.
  • May be exposed to fumes or airborne particles, biohazards, or bloodborne pathogens.
  • Work may potentially involve risk of exposure to electric shock.
  • Satisfactory results of a criminal history check, credit history check, and/or drug/alcohol testing.

Nice To Haves

  • Career progression into a Logistics Coordinator is optional.
  • Level 1 - Grade 7 - Preferred experience in operating light-to-heavy equipment; understanding of operation and maintenance requirements of commercial trucks.
  • Level 2 - Grade 8 - Minimum of four (4) years of experience in operating light-to-heavy equipment; and with a minimum of three (3) years of water & sewer distribution line experience.
  • Level 3 - Grade 9 - Minimum of five (5) years of experience in operating light-to-heavy equipment; and with a minimum of four (4) years of water & sewer distribution line experience; and with a minimum of three (3) years of supervisory experience. Also know as Team Lead.

Responsibilities

  • Thorough working knowledge of the construction, repair, operation, and maintenance of water and sanitary sewer systems.
  • Thorough knowledge of the safe use, operation and preventive maintenance of the equipment to which assigned.
  • General understanding of traffic laws and regulations governing equipment operation and the safety precautions necessary to the proper operation of varied construction and maintenance equipment.
  • Operates trucks of various sizes and weights.
  • Operates mini excavator, skid steer, sewer cleaning truck, air compressors, jackhammers, service trucks, pickups, pumps, pipe saws and other related power equipment.
  • Operates a track or rubber-tired loader with large volume and weight capacities to load materials into trucks or move them over short distances; positions equipment and controls height, angle, and position of scoop for optimum delivery of payload; controls amount and weight of materials being lifted to avoid exceeding equipment capacity.
  • Responsible for crew constructing, maintaining, and repairing of Town properties and assets.
  • Responsible heavy manual labor, as needed, to assist crew with installing, maintaining, repairing, and constructing water lines, sewer lines and manholes, including laying pipe, manhole and line cleaning, pavement cutting, ditch digging, and other general labor needs.
  • Operates trucks of various sizes and weights.
  • May be required to operate refuse truck(s) and assist laborers as needed.
  • Responsible for spreading asphalt and patching holes in street surfaces.
  • Performs utility location work in response to Miss Utility requests and other contractor requests.
  • Performs detailed inspection of Collection System infrastructure using CCTV and other industry methods to identify defects for repair or replacement.
  • Responsible for performing routine inspection and preventive maintenance and repairs on assigned equipment and refers defects or needed repairs to supervisor.
  • Responsible for keeping vehicles and equipment clean.
  • Responsible for loading/unloading equipment, materials, and supplies needed to complete assignments.
  • Assists as needed to accomplish a variety of Public Utilities tasks.
  • Serves as lead worker; instructs and trains crew members; assists with coordinating and directing crews on site.
  • May be requested to exercise supervision over crew members in the absence of the Superintendent.
