About The Position

Under general supervision, monitors and maintains City water production wells, water treatment facilities, supplemental water connections and generally the duties conducted by the Public Works Maintenance Worker series for the City of Norco. This position performs a variety of water quality control duties as well as general Public Works maintenance worker responsibilities. This position has the majority of their interaction with other City employees. This position is Non-Exempt.

Requirements

One year water treatment and distribution work experience (for Technician I).
Three years water treatment and distribution work experience (for Technician II).
High School Diploma or equivalent.
Water Distribution System Operation and Maintenance Certification (State Office of Water Program).
Must possess Grade I Water Distribution and Treatment, Grade I Water Treatment Operator (for Technician I).
Must possess Grade II Water Distribution and Treatment, Grade II Water Treatment Operator (for Technician II).
State of California Grade I Water Distribution Operators Certification (for Technician I).
State of California Water Treatment I Certification (for Technician I).
Valid California Class A Commercial Driver’s License.
Knowledge of federal, state and City safe drinking water requirements and monitoring systems.
Knowledge of installation, maintenance and repair of pump motors, chlorine regulators, electrical panels and water treatment facilities.
Knowledge of S.C.A.D.A. monitoring and control system operation and the administration, testing, monitoring and enforcement of backflow prevention.
Knowledge of procurement and handling of hazardous chemicals.
Ability to communicate with professionalism, courtesy and tact.
Ability to use proper English language including spelling, grammar and punctuation.
Ability to use computer hardware, software and peripherals related to area assigned.
Employees are enrolled in the Department of Motor Vehicles (DMV) government Employer Pull Notice Program.
Class A drivers are enrolled in the Department of Transportation (DOT) random drug testing program.
State of California Grade II Water Distribution Operators Certification (for Technician II).
State of California Water Treatment II Certification (for Technician II).
The Water Treatment II Certification may be obtained within two testing cycles of appointment (for Technician II).
Ability to communicate orally, in person, and by telephone with management, co-workers, and the public in face-to-face, one-to-one, and group settings.
Use office equipment such as computer terminals.
Sit for extended periods of time.
Have hearing and vision within normal ranges.
Carry, push, reach and lift repeatedly up to 100 pounds.
Occasionally stoop, kneel or crouch.
Sufficient manual dexterity to operate equipment.
Walk on uneven terrain.
Work in an outdoor environment with possible exposure to extreme weather conditions, moving equipment, heavy equipment, moving traffic, dust, noise, toxic fumes and chemicals, infectious diseases, air and water borne pathogens and other potentially hazardous substances.
Stoop, kneel, crouch, and climb.
Work in confined spaces.
Work in trenches and elevated areas.
Must be willing to assume responsibility for 24-hour operations in assigned area of responsibility or to respond to emergency situations in off hours as required using SCADA or directly onsite.

Nice To Haves

Some knowledge and skill in maintaining water wells, pumps and water treatment facilities; sampling and testing drinking water (for Technician I).

Responsibilities

Monitors and maintains the daily production of the City’s water sources.
Maintains and repairs minor pump motors, the water treatment plant, chlorine injection systems, electric panels, reservoirs and pump buildings.
Utilizes the Supervisory Control and Data Acquisition (S.C.A.D.A.) telemetry system to determine pump operation and water reservoir levels and makes changes when indicated.
Reports daily water production and blend data to Public Works Engineering Department.
Cleans and repairs pumps and wells.
Ensures disinfection of water by maintaining correct chlorine levels.
Logs production numbers.
Conducts independent sampling of water and results.
Investigates customer complaints.
Maintains database on results.
Performs other related duties as assigned.
All City employees are required to perform assigned Emergency Service duties in the event of an emergency or disaster.
Employees must complete the required FEMA courses within six months of employment.
