About The Position

The Town is excited to announce one (1) new opportunity for an experienced environmental compliance professional to join our Utilities team as a Water Quality Compliance Specialist. This position serves as a subject matter expert for assigned program areas, including water and wastewater sampling, testing, regulatory compliance, cross-connection control, and backflow prevention. As a specialist, coordinates and implements program activities, analyzes regulatory requirements, and ensures compliance with applicable Federal, State, and local regulations. The position operates with a high degree of independence, may serve as a technical lead or subject matter expert for assigned areas and supports program development, process improvement, regulatory reporting, and operational compliance initiatives.

Requirements

  • Associates degree from an accredited college with coursework in Chemistry, Microbiology, Environmental Sciences, or a related field and four (4) years of experience in the environmental field that includes water or wastewater quality and compliance programs, or a related field; or an equivalent combination of directly related education and experience.
  • Valid Class D Arizona Driver’s License
  • Backflow Tester or Cross-Connection Control Specialist certification, or ability to obtain within six months from hire or promotion date
  • ADEQ Grade 2 certificate in water distribution, water treatment, or ability to obtain within six months from hire date.
  • Municipal administration principles, practices, and procedures;
  • Principles, practices and techniques related to professional level oral and written communications;
  • Operational processes and procedures in water or wastewater quality sampling and compliance;
  • Principles of program coordination, administration, and process improvement;
  • Methods and techniques for analyzing and interpreting technical and regulatory information;
  • Reading, comprehending and applying complex technical, legal and other related documents;
  • Project administration and program administration principles;
  • Customer service principles and stakeholder engagement practices;
  • Water or wastewater quality and compliance sampling, testing, and inspection procedures;
  • Cross Connection control and backflow prevention principles.
  • Data management systems and compliance tracking software applications;
  • Standard office equipment including the computer and programs relevant to the performance of applicable duties and responsibilities;
  • Principles and practices in assigned areas of responsibility;
  • Applicable Federal, state and local laws, codes, ordinances, rules and regulations governing water and wastewater quality compliance.
  • Planning, coordinating, and conducting sampling and testing activities in accordance with regulatory requirements;
  • Coordinating and administering assigned program components and activities independently;
  • Preparing clear, concise, and accurate technical reports, correspondence, and regulatory documentation;
  • Operating, calibrating, and maintaining water or wastewater sampling and analytical equipment;
  • Collecting, managing, and analyzing technical and compliance data to identify trends and support decision-making;
  • Performing water or wastewater quality compliance inspections and determining appropriate corrective actions;
  • Researching, interpreting, and applying complex regulations, permits, and compliance requirements;
  • Analyzing issues, identifying solutions, and implementing process or program improvements;
  • Exercising independent judgment and decision-making within established guidelines and regulatory frameworks;
  • Explaining technical and regulatory information clearly and effectively to a variety of audiences;
  • Serving as a technical resource or subject matter expert to internal and external stakeholders;
  • Managing and maintaining compliance records and databases with a high degree of accuracy and accountability;
  • Maintaining confidentiality and exercising sound judgment in handling sensitive information;
  • Using computers and related software applications, including compliance and data management systems;
  • Communicating and working effectively with coworkers, supervisors, regulatory agencies, and the public to exchange information, coordinate activities, and resolve issues.

Responsibilities

  • Coordinating and conducting water and wastewater sampling, testing, and documentation activities in accordance with Federal, State, and local requirements;
  • Supporting compliance monitoring efforts through data collection, analysis, record reconciliation, and reporting activities;
  • Conducting backflow inspections, testing coordination, and compliance verification activities;
  • Performing field investigations and resolving outstanding compliance issues;
  • Updating, reconciling, and validating program data to ensure accuracy and regulatory readiness;
  • Coordinating with customers, contractors, laboratories, and internal staff to address deficiencies and support compliance objectives.
  • Plans, coordinates, and executes water and wastewater sampling and testing programs; ensures quality assurance, data integrity, and regulatory compliance.
  • Leads and administers assigned components of the Town’s water and wastewater quality compliance programs, including cross-connection control and backflow prevention, ensuring alignment with applicable regulations and industry best practices.
  • Analyzes complex technical and regulatory data; identifies trends, compliance risks, and operational gaps; develops and implements recommendations for program improvements.
  • Monitors changes in Federal, State, and local regulations; evaluates impacts to Town operations and leads implementation of procedural and programmatic updates.
  • Independently interprets, applies, and enforces the Town Cross Connection Code and related ordinances, regulations, and guidelines; provides authoritative guidance to staff, contractors, and the public.
  • Conducts sampling and inspections of water, wastewater, and backflow systems; evaluates compliance and determines appropriate corrective actions.
  • Oversees and maintains program databases and compliance software systems; ensures accuracy, completeness, and reporting readiness of records.
  • Researches and resolves complex inquiries, complaints, and compliance issues; serves as a liaison between the Town, regulatory agencies, and the public.
  • Prepares, reviews, and submits technical reports, regulatory documentation, and compliance summaries to oversight agencies.
  • Coordinates with internal departments, external agencies, consultants, and contractors to support program initiatives and regulatory compliance efforts.
  • Participates in and may lead projects, meetings, and initiatives; prepares and delivers presentations to internal and external stakeholders.
  • Assists in the development and refinement of policies, procedures, and program strategies to enhance operational effectiveness and compliance outcomes.
  • Serves as a technical resource and subject matter expert; provides guidance and training to staff and stakeholders on compliance requirements and best practices.
  • Performs related work as assigned.
