About The Position

This is supervisory level work performed in the completion of complex maintenance tasks in the municipal water distribution system and its components. Work involves responsibility for organizing and leading the work of skilled and semi-skilled maintenance personnel, laborers, and equipment operators assisting in water distribution system maintenance and repair work. Assignments also include the performance of related skilled tasks. The assigned work is performed independently under the direction of the Superintendent of Water Distribution and is reviewed through discussions on specific problems, incidental inspections of completed work, work reports prepared, and the achievement of desired results.

Requirements

• Knowledge of municipal water system grid and its components.
• Knowledge of tools, equipment, and work methods used in water system construction, maintenance, and repair work.
• Knowledge of standards and occupational hazards involved in trenching, general maintenance, and the operations of automotive equipment.
• Knowledge of occupational hazards involved and of the safety precautions necessary in the performance of assigned work.
• Knowledge of computer software systems including but not limited to email, work order system, internet searches, and GIS.
• Knowledge of JULIE regulations.
• Skill in the use, care, and demonstration of general and specialized tools, and the mechanical and automotive equipment used in required maintenance work.
• Skill in planning, organizing and directing a work crew within the responsibilities of this position.
• Skill in transferring technical knowledge to operational activity to achieve desired results.
• Ability to use tact, discretion, initiative and independent judgment within established guidelines.
• Ability to plan and organize the completion of maintenance work with skilled and semi-skilled maintenance crews and individuals.
• Ability to prepare standard work reports.
• Ability to deal with the public in general and difficult work situations.
• Ability to perform work independently under limited supervision.
• Ability to ensure that proper on-the-job safety procedures are followed and safety equipment is properly and consistently used.
• Ability to read and understand technical information including plans and blueprints and apply guidelines and regulations to operational situations.
• Ability to communicate orally and in writing with internal and external stakeholders professionally.
• Ability to efficiently use the City’s Geographic Information System (GIS) for locating utilities.
• Ability to understand and follow general oral and written instructions.
• Ability to work evenings, nights and weekends as needed and respond to emergency situations.
• Ability to correctly perform basic arithmetic.
• Ability to correctly take, record and use measurements.
• Ability to distinguish colors used in the JULIE color coding system.
• Graduation from standard high school or vocational/technical school.
• Considerable experience with maintenance functions in the water distribution systems.
• Equivalent combination of training and experience.
• Possession and maintenance of a valid Illinois Class B Commercial Driver’s License with airbrake endorsement.
• Employees or applicants hired into the position after October 23, 2024, must have a tanker endorsement.
• Illinois EPA Public Water Supply Class D Operators License in the probationary period for new employees in the bargaining unit or the qualification period for current Lodge 1000 employees.

Responsibilities

• Organizes and assigns water system maintenance and repair work; inspects jobs under way and upon completion; advises on work problems.
• Operates a side tapping machine in the installation and repair of water lines; operates a backhoe in digging ditches to perform maintenance and repair work.
• Makes general and difficult system repairs; repairs water leaks and mains; locates meters and valves; lines up and levels line and meter installations; repairs fire hydrants.
• Operates a variety of maintenance and related equipment including water pumps, portable generators, air compressors, and winch lines in performing system repairs and maintenance work.
• Ability to operator the Vactor Truck.
• Responsible for crew safety ensuring that proper on-the-job safety procedures are followed, and safety equipment is consistently and properly used.
• Prepares standard job reports; provides management with specific date for daily log reports; lists materials used, work performed, and man hours devoted to respective jobs.
• Performs related work as assigned.
