About The Position

The CITY OF KINGMAN WASTEWATER COMPLIANCE & PRETREATMENT SPECIALIST PUBLIC WORKS is looking for a Wastewater Compliance & Pretreatment Specialist who will serve as the City's designated wastewater compliance coordinator and subject matter expert for environmental monitoring, pretreatment administration, permit compliance, and regulatory reporting activities. This position helps protect public health, groundwater resources, and environmental quality by supporting compliance with federal, state, and local wastewater regulations. Reporting within the Public Works Department, the Wastewater Compliance & Pretreatment Specialist coordinates monitoring programs, administers pretreatment activities, manages compliance documentation, and works closely with utility operations personnel, laboratories, industrial users, consultants, and regulatory agencies. The ideal candidate combines technical expertise, regulatory knowledge, attention to detail, and strong communication skills to support sustainable utility operations and environmental stewardship. Successful performance requires accurate data, timely reporting, proactive monitoring, disciplined recordkeeping, and sound judgment. This position works under the general supervision of the Utilities Manager.

Requirements

  • Graduation from high school diploma or GED equivalent
  • Minimum of three (3) years of experience in wastewater treatment, environmental compliance, laboratory operations, pretreatment programs, or a related technical field.
  • Valid Arizona driver's license or ability to obtain one within 30 days of employment.
  • Arizona Department of Environmental Quality (ADEQ) Grade 2 Wastewater Treatment Certification and ADEQ Grade 2 Wastewater Collections Certification or the ability to obtain within one (1) year of hire.
  • Ability to obtain and maintain certifications required to support assigned duties within an established timeframe.
  • Knowledge of ADEQ wastewater regulations, industrial pretreatment requirements, permit interpretation, enforcement response procedures, laboratory analytical methods, and regulatory reporting requirements.
  • Knowledge of wastewater treatment operations, pretreatment programs, environmental monitoring, and compliance requirements.
  • Knowledge of NPDES, APP, biosolids, pretreatment, and related regulatory programs.
  • Knowledge of sampling procedures, laboratory coordination, chain-of-custody practices, and compliance documentation requirements.
  • Knowledge of municipal utility operations, wastewater infrastructure, environmental reporting practices, and customer service expectations.
  • Skills in coordinating compliance programs, environmental monitoring activities, and regulatory reporting deadlines.
  • Skills in maintaining accurate technical records, regulatory documentation, compliance calendars, and data tracking systems.
  • Skills in reviewing analytical data and identifying potential compliance concerns or trends.
  • Skills in communicating effectively with regulators, industrial users, laboratories, operational staff, leadership, customers, and the public.
  • Skills in using computer software, databases, spreadsheets, and compliance tracking tools.
  • Ability to independently evaluate compliance status, interpret laboratory data, identify potential permit violations, and develop corrective action recommendations.
  • Ability to maintain accuracy and attention to detail in a highly regulated environment.
  • Ability to manage multiple priorities, regulatory deadlines, and technical assignments with minimal supervision.
  • Ability to interpret technical information, regulatory requirements, permit conditions, and laboratory results.
  • Ability to work independently while supporting broader department goals and operational needs.
  • Ability to communicate effectively orally and in writing.

Nice To Haves

  • Associate degree in Environmental Science, Biology, Chemistry, Wastewater Technology, Public Administration, or a closely related field is preferred.
  • Experience in permit compliance, regulatory reporting, sampling administration, laboratory data interpretation, and industrial pretreatment program activities preferred but not required.
  • Demonstrated attention to detail and commitment to regulatory compliance, environmental protection, and accurate documentation.
  • Strong analytical, organizational, and problem-solving skills.
  • Ability to serve as a credible compliance coordinator and technical resource for wastewater and pretreatment programs.
  • Commitment to environmental stewardship, public service, safety, transparency, and continuous improvement.
  • Equivalent certifications from another state may be considered if eligible for Arizona reciprocity.

Responsibilities

  • Coordinates and administers wastewater sampling programs required by NPDES permits, APP permits, biosolids regulations, pretreatment requirements, and related compliance programs.
  • Collects, documents, and tracks wastewater, biosolids, industrial user, and environmental monitoring samples.
  • Maintains sampling schedules, chain-of-custody documentation, analytical records, monitoring calendars, and related compliance documentation.
  • Coordinates laboratory testing and reviews analytical results for completeness, accuracy, and reporting purposes.
  • Supports operational staff in maintaining compliance with wastewater permit requirements and operational standards.
  • Supports compliance with Arizona Department of Environmental Quality (ADEQ), Environmental Protection Agency (EPA), Arizona Department of Health Services (ADHS), NPDES, APP, biosolids, pretreatment, and related regulatory requirements.
  • Prepares, reviews, and submits Discharge Monitoring Reports (DMR), pretreatment reports, biosolids reports, and other required regulatory submissions.
  • Maintains regulatory records, monitoring documentation, compliance files, and reporting databases.
  • Assists with permit renewals, inspections, audits, regulatory inquiries, and corrective action documentation.
  • Identifies potential compliance concerns and assists with corrective action planning and implementation.
  • Supports administration of the City's industrial pretreatment program.
  • Coordinates monitoring and sampling activities for Significant Industrial Users and other regulated facilities.
  • Maintains pretreatment records, permits, inspection documentation, compliance files, and reporting requirements.
  • Assists with compliance reviews, enforcement documentation, and corrective action processes as required.
  • Supports industrial user education, outreach, and communication efforts.
  • Reviews laboratory reports, analytical data, and operational information for completeness, accuracy, and compliance relevance.
  • Maintains technical records, databases, compliance calendars, tracking systems, and reporting tools.
  • Supports calibration, quality assurance, and quality control activities associated with monitoring programs.
  • Assists with data analysis and trend monitoring to support permit compliance and operational decision-making.
  • Provides technical information and compliance support to operational staff and management.
  • Serves as a liaison with laboratories, consultants, industrial users, contractors, regulatory agencies, utility personnel, and internal departments regarding wastewater compliance and pretreatment matters.
  • Coordinates with wastewater operations personnel regarding monitoring requirements, compliance activities, and regulatory documentation.
  • Responds to inquiries and provides technical information regarding wastewater compliance programs.
  • Assists management with reports, presentations, technical documentation, and regulatory communications.
  • Represents the City in a professional manner when interacting with stakeholders and regulatory agencies.
  • Performs related work as assigned.
  • Performs special assignments as requested.
