About The Position

This position performs progressively intensive manual labor in the collection of wastewater and a wide range of skilled to semi-skilled tasks related to the sanitary wastewater collection system. The employee works under the direction of a Utilities Supervisor or designated Wastewater Field Technician. The role operates vehicles and construction equipment; assists with pipeline, manhole, cleanout, concrete, and asphalt installation and repair; records work in the Computer Maintenance Management System; assists with traffic control setup; and follows procedures for sanitary sewer overflows. Related work may be required. Employees are expected to demonstrate leadership, sound management of assignments, technical skills, and effective teamwork in support of the City’s mission, vision, values, and organizational goals. The position requires following risk-management and safety procedures, collaborating with colleagues, and taking accountability for assigned work. Employees may be directed to work during declared or undeclared emergencies and are subject to recall at any time. Emergency response may involve irregular hours, alternate work locations, and duties beyond those in the regular job description. The work is approximately 10% indoors in a climate-controlled building and 90% outdoors, including driving. The role requires frequent driving and a valid Florida CDL. A drug test is required for this safety-sensitive position.

Requirements

High school diploma or General Education Diploma (GED).
Obtain a Class B CDL with Tanker endorsement within six months of hire.
Obtain Florida Water and Pollution Control Operators Association (FWPCOA) Wastewater Collections C Certification within two years of hire.
Complete CPR/First Aid training within six months of hire.
Complete Intermediate MOT training within one year of hire.
Complete FEMA Incident Command System (ICS) 100 training within one year of hire.
Complete confined space training within one year of hire.
Complete trench safety/competent person training within one year of hire.
Knowledge of maintenance and repair procedures for wastewater utility systems.
Knowledge of occupational hazards of the trade and appropriate safety procedures.
Ability to learn training information and apply knowledge to demonstrate competency.
Ability to operate equipment used to repair wastewater lines.
Ability to understand and carry out instructions and complete work assignments correctly.
Ability to perform heavy manual labor for extended periods, often in hot and humid conditions.
Ability to install, maintain, and repair sanitary sewer lines.
Ability to read and understand blueprints and as-built drawings.
Ability to work a flexible schedule, including callouts.
Ability to establish and maintain effective working relationships with City employees, department officials, and the public.
Possess a valid Florida CDL; the work requires frequent driving.
Ability to operate telephones, smartphones, tablets, photocopiers, printers, desktop and/or laptop computers, calculators, and associated software.
Ability to operate dump trucks, Bobcat excavators, and backhoes.
Proficiency with shovels, crescent and pipe wrenches, ratchets, hammers, electric and gas saws, pump pliers, tubing cutters, drills, cement mixers, vacuum machines, and power gate turners.
Meet the physical requirements of the job, including extended manual work, frequent bending, stooping, grasping, kneeling, and lifting or carrying objects.

Responsibilities

Operate light- to heavy-duty trucks and equipment, including mini-excavators and backhoes.
Assist with concrete forming and finishing and asphalt repairs.
Operate construction equipment such as concrete mixers, tampers, air compressors, jackhammers, rotary hammer drills, and hand and power tools.
Participate in installation and repair of gravity and force main pipelines of various sizes.
Participate in installing pipeline fittings and pipeline repair components.
Install manhole rings and covers and adjust them to grade as needed.
Repair and install cleanouts and other sanitary sewer components.
Enter accurate information into the Computer Maintenance Management System, including timekeeping, work orders, and work-order tasks.
Assist with setup of Maintenance of Traffic (MOT).
Implement Sanitary Sewer Overflow (SSO) procedures in accordance with department Standard Operating Procedures.
Manage assignments and priorities and follow procedures for employee safety and risk avoidance.
Collaborate with team members, support transparent decision-making, and take ownership of assigned projects and work.
Perform related work as required.
Work as directed during declared or undeclared emergencies and respond to recall, which may involve irregular hours, alternate locations, or other duties.
