About The Position

The purpose of this job is to manage, develop, market, and direct the Comprehensive Solid Waste Reduction programs. Duties and responsibilities include, but are not limited to, planning and evaluating waste reduction programs, supervising and evaluating assigned staff, coordinating efficiency efforts of divisions within the department, assisting in the planning for long-term management of waste reduction, and performing additional tasks as assigned.

Requirements

Bachelor's Degree in Environmental Studies, Sustainability Management, Education, Conservation, Environmental Economics, or a related field with three years of experience in waste reduction administration, environmental protection, environmental regulation, or environmental education is required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Two years of supervisory experience required.
Possess or have the ability to obtain certification as a TRUE Advisor or similar waste reduction certification within twelve months of hire.
Requires a valid driver's license.
Must be physically able to operate a variety of machinery and equipment, including a computer, printer, calculator, copy machine, two-way radio, telephone, and CHaRM equipment (baler, densifier, forklift, bulb crusher, and other processing equipment when needed).
Must be able to exert up to 50 pounds of force occasionally (0-33% of workday), and/or up to 20 pounds of force frequently (34-66% of workday).
Requires the ability to compare and or judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things.
Requires the ability to hear, speak, and/or signal people to convey or exchange information. Includes giving/receiving assignments and/or directions to/from coworkers, assistants, or supervisors.
Requires the ability to read a variety of waste audits, graphical displays, scientific and technical reports, legislative and informational documentation, directions, instructions, methods, and procedures.
Requires the ability to prepare statements, schedules, and graphs, technical reports relating to the environment, letters, reports, forms, spreadsheets, brochures, etc., using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style.
Requires the ability to speak to individuals and/or groups of people with poise, voice control, and confidence.
Requires the ability to learn and understand complex principles and techniques; to acquire and be able to expound on knowledge of topics related to primary occupation; and to make independent judgment in the absence of management.
Requires the ability to record and deliver information, to explain procedures, and to follow oral and written instructions.
Must be able to communicate effectively and efficiently in a variety of administrative, technical, or professional languages, including waste reduction, recycling, composting, technical, and financial terminology.
Requires the ability to utilize mathematical formulas; add and subtract totals; multiply and divide; determine percentages; interpret graphs; compute discount, interest, profit/loss, ratio/proportion, etc.; perform calculations involving variables/formulas/ square roots/ polynomials.
Requires the ability to inspect items for proper length, width, and shape, visually, with a variety of machinery and equipment, including a computer, printer, calculator, copy machine, two-way radio, and telephone.
Requires the ability to coordinate hands, fingers, and eyes accurately in using office equipment.
Requires the ability to use the keyboard, lift, bend, push, and pull objects or materials using body parts as the position necessitates.
Requires the ability to handle a variety of items such as automated office equipment, office supplies, and computer supplies.
Must have the ability to use one hand for twisting or turning motions while coordinating the other hand with different activities.
Must have minimal levels of eye/hand/foot coordination.
Requires the ability to differentiate between colors and shades of color.
Requires the ability to deal with people beyond giving and receiving instructions.
Must be adaptable to performing under minimal stress when confronted with an emergency.
Must be able to communicate via telephone and two-way radio.

Teacher's certification is preferred.
Master's degree preferred.

Responsibilities

Supervises and evaluates assigned staff, handles all employee concerns, directs work assignments, counsels and disciplines employees when necessary, and completes employee performance appraisals.
Assists in developing and implementing programs and policies to improve waste reduction of the Solid Waste Department and the community, such as the Glass Bottle Reduction Program.
Assists the Waste Reduction Administrator in preparing the budget, long-term and short-term plans, setting priorities, writing reports, financial planning, and proposing ordinances and resolutions for policy changes.
Administers compliance with the Commercial Recycling Ordinance and Material Management Policy for all Governmental Buildings and Facilities and Public Spaces.
Manages, coordinates, plans, and implements waste reduction education programs and events targeting children, adults and professional/civic organizations.
Conducts waste audits for residential, commercial, and industrial customers to assist them in improving their waste reduction measures.
Manages special projects as assigned. (Examples include: UGA Ditch the Dumpster, Twilight, Move Out Day Collection, and all downtown large events when applicable, etc.)
Uses computer software to develop instructional and promotional materials for waste reduction programs, including logos, images, brochures, advertisements, and signage.
Creates, maintains, and distributes publicity and/or promotional materials for programs and special events; assists with special promotional campaigns, coordinates school education programs, and prepares articles for newsletters.
Assists with the development and overall maintenance of the Waste Reduction Division website.
Researches, writes, and develops content and design for print and electronic publications to communicate with various audiences.
Develops social media strategies and content across multiple social media channels, including blogs, tweets, status updates, pins, photos, and videos.
Coordinates and leads tours of solid waste facilities (recycling, CHaRM, composting, and landfill facilities) for school groups, college classes, and the general public.
Serves as a community resource person for programs and special events; serves as a department liaison for various community groups and organizations.
Trains volunteers, teachers, pre-service teachers, and other community members in waste reduction education techniques, methods, and philosophies.
Teaches waste reduction education topics to a variety of age groups, using various educational techniques.
Oversees the ACC Green School program and school recycling programs.
Presents at professional conferences, seminars, and workshops to highlight and promote the work of the Solid Waste Department and Waste Reduction Division.
Attends conferences, seminars, and classes to remain abreast of current developments in waste reduction/public relations.
Assists with research (focus groups, polls, etc.).
Assists with preparing grant proposals and award applications.
Works with the Georgia Recycling Coalition, Solid Waste Association of North America, and other statewide and national groups on waste reduction planning, recycling, and composting issues.
Responds to routine requests for information from officials, employees, members of the staff, the public or other individuals, and responds to customer inquiries.
Assists customers with unloading recycling materials.
Assists division employees with the processing of collected recyclables.
Assists with after-hours and weekend programs and events.
Performs clerical duties related to the position.
Assumes the duties of the Waste Reduction Administrator in their absence.
Performs other related duties as required.
