About The Position

Directs Adult Detention Center (ADC) operations. Promulgates the ADC philosophy, and establishes and updates ADC goals, policies and procedures. Directs, manages and trains all ADC staff. Serves as liaison with the Virginia Board, the Department of Corrections, and the ADC food service vendor. The essential functions of the job are not limited to those listed in the job description. The City retains the discretion to add to or change the duties of the position at any time. Promulgates ADC philosophy, ensuring that staff is trained on its meaning and application; develops long term goals for the institution, coordinating all ADC functions based on these principles, and ensuring they are integrated into the fabric of the institution’s operations. Manages staff by establishing and updating staff position descriptions; ensuring staff understand performance requirements; motivating staff to implement the City's core values and ADC's philosophy; and interacting with staff to ensure they are appropriately handling their assignments. Ensures compliance with all applicable federal regulations and state jail standards by researching and writing appropriate ADC policies and procedures; posting new procedures, and ensuring all ADC staff review and understand them; and observing staff operations to ensure they are in compliance with all ADC policies and procedures. Ensures the ADC inmate food service operation meets all applicable federal and state regulations, and facility security and safety requirements, by reviewing, revising and negotiating the food service contract in concert with the City Purchasing Director; reviewing and approving ADC menus, ensuring meals meet minimum daily nutrition requirements, and commissary operations and items; and meeting and coordinating with the private food service vendor, to review issues related to food service operations. Liaisons with the Virginia Board of Corrections and Department of Corrections by attending meetings to negotiate jail standards interpretations, and ADC operational requirements; receiving technical assistance related to ADC renovations; negotiating inmate exchanges; and collaborates with the Regional Jail Superintendent and Western Region Jail Associations, and DOC representatives, to coordinate strategy related to applicable proposed state legislation. Prepares the ADC Annual Budget for incorporation into the Police Department budget by developing a list of necessary future purchases and critical initiatives; continuously reviewing the budget to ensure it best represents ADC's needs; and reviews all ADC purchases to ensure fiscal accountability. Performs additional duties as assigned.

Requirements

  • Bachelor’s Degree, with broad knowledge in a general professional or technical field; and over nine years of experience.
  • An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above
  • Valid Driver’s License with acceptable driving record according to City Criteria
  • Jailor Certification by the Virginia Department of Criminal Justice Services
  • Firearms Certification
  • First Aid/CPR/Blood borne Pathogens Certification
  • Advanced knowledge of the subject matter.
  • Complete comprehension of the subject area to solve common and unusual problems, able to advise on technical matters, and serve as a resource on the subject for others.
  • Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents.
  • Ability to write editorials, journals, speeches, manuals, or critiques.
  • Ability to deal with a system of real numbers; and practical application of fractions, percentages, ratios/proportions and measurement.
  • Recommendations regarding policy development and implementation are made and/or recommended.
  • Contact may involve support of controversial positions or the negotiation of sensitive issues or important presentations.
