About The Position

Under the direction of the EVP of Finance, Procurement, and Aviation Business Development Chief Financial Officer (CFO), the Vice President, Treasury Management, provides strategic financial management and leadership for the Airport with respect to debt financing and refunding, cash and investment guidelines and management, Federal grant and Passenger Facility Charges (PFC), and pension plan/ 457 Plan investment guidelines and management.

Requirements

Bachelor’s degree in finance, accounting, economics, or a related business discipline.
Seven (7) years of progressively responsible experience in financial management, including significant exposure to treasury operations, debt management, investments, or corporate finance.
Five (5) years of leadership or supervisory experience overseeing financial or treasury-related teams.
Demonstrated experience developing financial policies, managing complex capital structures, or leading treasury initiatives in a large organization.
Any equivalent combination of education and professional experience that provides the required knowledge, skills, and abilities may be substituted for the above.
Knowledge and understanding of public-sector debt financing, including bond structures, governing documents, investment strategies, pension plans, and enterprise-level cash management.
Strong understanding of financial, treasury, and accounting systems and related technologies used to support forecasting, reporting, and analytical functions.
Ability to review laws, regulations, ordinances, and complex legal documents, and communicate implications clearly to staff and leadership.
Demonstrated skill in directing external financial and legal advisors to achieve organizational financing and business objectives within required timelines.
Proven ability to lead, coach, and motivate professional and non-professional financial staff to achieve high performance and continuous improvement.
Ability to evaluate the accuracy, completeness, and quality of recommendations, analyses, and work products prepared by subordinates.
Capacity to independently apply advanced principles and best practices of public finance and treasury administration.
Strong interpersonal skills for working effectively with Board Members, underwriters, consultants and other stakeholders to exchange information, interpret policies, and resolve issues.
Ability to research, analyze, and interpret financial and operational data and present clear, concise, and actionable oral and written reports.
Excellent communication skills, with the ability to convey complex financial and technical information clearly and effectively to a wide range of internal and external audiences.

Nice To Haves

Knowledge of laws, regulations, procedures, and processes governing the receipt, expenditure, and accounting of public funds.
Knowledge of Airport Use Agreements.
Knowledge of Texas Public Funds Investment Act.
Prior experience in the airport or airline industry, particularly in areas involving capital financing, treasury operations, or large-scale infrastructure funding.

Responsibilities

Serve as a principal advisor to the CFO, shaping the Airport’s long-term financial policy, capital structure, and investment strategy.
Lead the design and execution of enterprise-wide Treasury policies and systems that strengthen financial resilience, liquidity, and compliance.
Oversee the Airport’s debt and investment portfolios to optimize liquidity, funding capacity, and long-term financial performance, including pension and 457 plan oversight.
Direct strategic analysis and modeling to determine optimal financing and investment structures that support capital programs and organizational goals.
Provide strategic oversight of conduit financings and facility corporations, ensuring financial stability and maximizing economic value for major assets and partnerships.
Manage high-level relationships with financial and legal advisors, leveraging external expertise to support capital markets activity, investment performance, and pension governance.
Guide negotiation and administration of foundational financial documents to align contractual obligations with the Airport’s strategic and fiscal priorities.
Set strategic direction for teams involved in debt management, grants/PFC administration, cash management, and records governance to ensure operational excellence.
Establish and evolve financial policies and procedures to support organizational growth, Board collaboration, and effective governance.
Ensure proactive compliance by monitoring regulatory and industry changes and integrating required adjustments into Treasury risk management frameworks.
Build organizational capability through strategic training and workforce development that strengthens Treasury technical expertise and succession readiness.
Influence enterprise planning by contributing to budget development, resource allocation, and evaluation of financial systems that enhance Treasury performance and automation.
