About The Position

The Vice President, Strategic Operations & Program Management is responsible for driving execution across Aetna Clinical Solutions and lead Workforce Management, Data & Reporting, Quality, Audit, Operational Excellence, Clinical Vendor Solutions and Care Management Center of Excellence. This role owns how priorities become action: bringing together portfolio management, program delivery, performance optimization, and execution governance into a centralized function. The VP ensures ACS initiatives are prioritized effectively, delivered with discipline, and aligned to enterprise and business commitments, while providing leaders with clear visibility into progress, risks, and outcomes.

Requirements

  • 12 + years of senior leadership experience in program management, operations, strategy, or large‑scale transformation.
  • Strong understanding of the payor or provider landscape
  • Experience partnering with clinical and operational leaders to drive enterprise outcomes
  • Proven experience building or leading PMOs or enterprise execution functions.
  • Background in operational excellence, performance management, or large‑scale change initiatives.
  • Strong executive communication skills and ability to influence across diverse teams.
  • Demonstrated experience owning and operating an enterprise PMO or execution governance model supporting portfolios of large initiatives and/or 20+ concurrent programs.
  • Experience driving execution across multi-disciplinary functions, including operations, analytics/data, quality, clinical, and vendor-facing teams.
  • Hands-on experience establishing portfolio governance, including intake, prioritization criteria, stage gates, risk escalation, and executive reporting.
  • Demonstrated results in performance optimization, with examples of improving delivery velocity, cost efficiency, capacity utilization, or operating metrics at scale.
  • Executive-level communicator with a track record of influencing senior leaders, resolving tradeoffs, and driving decisions without direct authority.
  • Experience leading execution within healthcare services, care management, population health, or clinical operations environments.
  • Familiarity with workforce management, clinical vendor oversight, or care delivery models at enterprise scale.
  • Bachelor’s degree or equivalent

Responsibilities

  • Own the ACS initiative portfolio and execution roadmap, translating executive priorities into a clear, governed set of initiatives.
  • Lead the centralized Program Management Office (PMO), including intake, prioritization, delivery standards, and governance.
  • Establish consistent program and project management practices, performance reporting, and execution rhythms across ACS.
  • Drive execution discipline through performance optimization, risk management, and issue escalation.
  • Partner with ACS leaders to manage dependencies, align resources, and resolve trade‑offs across functions.
  • Provide clear, concise executive reporting on progress, risks, results, and value delivered.
