About The Position

The Vice President, Product Development (Care Models) is the product leader responsible for defining and advancing the development of care models across lines of business (LOBs). Reporting to the Chief Product & Technology Officer, this role focuses on translating business goals into scalable product and care model strategies, ensuring alignment across Product, Technology, Clinical, Network, and Operations. This leader owns the “what” and “why” of product development —defining success, shaping interventions, and setting direction—while partnering closely with cross-functional teams to ensure effective execution.

Requirements

  • 12–15+ years of experience in healthcare product strategy, value-based care, or population health
  • Strong track record of defining and scaling care models or complex healthcare products
  • Deep understanding of value-based payment models, provider networks, and care delivery systems
  • Proven success with translating business strategy into product and technology requirements
  • Demonstrated ability to operate at both strategic and conceptual levels, and work collaboratively across functions to ensure execution.
  • Exceptional cross-functional leadership and stakeholder management skills
  • Experience with Medicaid, Medicare Advantage, or ACA populations
  • Familiarity with incentive design and performance-based reimbursement models (e.g., ECIP)
  • Background in health plans, risk-bearing provider organizations, or healthcare consulting

Responsibilities

  • Translate strategic vision into clear product, technology, and operational requirements
  • Serve as the strategic bridge between business objectives and product/technology execution
  • Identify and prioritize key care model interventions to achieve desired outcomes
  • Design and document end-to-end workflows supporting new and enhanced care model capabilities
  • Establish network strategy, including provider composition and partnership models, aligned to LOB goals
  • Define ECIP levers and associated incentive structures to drive performance and behavior change
  • Partner with Clinical Operations, Technology, and Network to operationalize care model strategies
  • Support implementation of LOB strategies by ensuring clarity of intent, priorities, and success metrics
  • Translate success criteria into measurable KPIs aligned with financial and operational targets
  • Define high-level resource needs required to support successful execution
  • Provide ongoing strategic guidance and course correction based on performance insights and market dynamics
  • Define direct-to-patient engagement models that improve access, adherence, and outcomes
  • Develop lifecycle engagement strategies (onboarding, activation, retention).
  • Incorporate digital, in-home, and community-based approaches to meet patients where they are
  • Define strategies to acquire and retain desired members across channels
  • Partner with growth, marketing, and network teams to align outreach and enrollment efforts
  • Use data-driven insights to optimize conversion, retention, and lifetime value
  • Align stakeholders across clinical, product, network, and operational domains around a unified strategy
  • Drive decision-making through data, insights, and structured problem-solving
  • Ensure consistency and scalability of care model design across multiple LOBs
  • Influence executive leadership on strategic trade-offs, investments, and priorities
