Average salary is $97,427.20 (including wage, incentives, bonuses, overtime, shift differential, etc.) Vice President, Permanency EMPOWER’s Community Based Care program includes services to families that support the safety, permanency, and well-being of children in the conservatorship of the Department of Family and Protective Services (DFPS). As the Single Source Continuum Contractor (SSCC) in Metroplex East (formerly referred to as Region 3E), EMPOWER will ensure the full range of services, which includes foster and kinship care, purchased services, case management, and reunification services. EMPOWER will fully engage the community to help achieve positive outcomes for children. As a Vice President of Permanency, you will be directing and managing all program activities and performance outcomes related to the Permanency Division of EMPOWER. This position develops, manages, and evaluates program services, guidelines, procedures, policies, activities, and budget information. The position works with communities, elected officials, administrative staff in other agencies providing services to abused and neglected children and their families, judicial, legal, and law enforcement personnel, medical and treatment professionals as well as fiscal, human resources, business management, and Quality Assurance divisions within TFI Family Services. The position interacts routinely with Texas Department of Family Protective Services (DFPS) staff including State Office CPS division, regional staff, and other stakeholders. Responsible Agency’s Permanency Program. Establishes current and long-range goals, plans and policies subject to approval by the Board of Directors. Responsible for the clinical and administrative functions of the Permanency Program. Responsible for development of annual budget for department. Monitors and evaluates monthly financials to maintain budget expectations. Participates in the planning, programming, and budgeting of the Permanency Program. Participates in the development of short, intermediate and long-range plans and goals for the Permanency Program. Responsible for the formulation and administration of Permanency Policies and Procedures. Ensures services provided by the Permanency Program are of the highest caliber and consistency. Mains a close working relationship with public and private agencies involved in providing reintegration–foster care and family preservation services/supports. Prepares reports on the status of Program and identifies program requirements and needs. Plans, organizes, and conducts studies and surveys of program services and relays results to senior staff. Ensures the operations of the Permanency Program are carried out in compliance with local, state and federal regulations and laws and the policies and procedures of TFI Family Services. Develops and implements procedures and controls to promote accurate and timely information flow. Refrains from assuming any duty that is unrelated to and/or interferes with the responsibilities of the position. Provides regular supervision and professional development of Agency employees. Advocates, promotes, and practices cultural sensitivity and responsiveness in all day-to-day interactions. Develops, promotes, and practices teamwork in all activities. Will be required to travel in order to attend meetings, training, or conduct business off site. Must have a valid driver's license and meet agency underwriting standards if driving on agency business. Not required to transport clients.
